1. This ALCOAST announces qualification and maintenance changes to
the Support Equipment (SE) Program as found in REFs (A) and (B):
    a. First, the release of the Support Equipment (SE) program
Performance Qualification Standards (PQS), version 2.3.1. This
is the SE Program's standardized method for qualifying personnel
to perform Coast Guard SE operations. SE PQS v2, and prior versions
are hereby rescinded.
    b. Second, this ALCOAST updates the currency maintenance
requirements.
2. Policy and PQS Timelines. All PQS timelines are found in REFs (B)
and (C). Policy guidance is provided in REFs (A), (B), and (C) until
REF (A) is updated per internal controls requirements.
3. The SE PQS. The update includes the release of Rigger and Safety
Supervisor sections as well as Operator sections for Forklifts,
Telehandlers and Mobile Elevated Work Platforms (MEWPS), and Signal
Person.
    a. Unit generated JQRs are still required for units employing SE
not covered by SE PQS v 2.3.1.
    b. Version 2.3.1 is available internally at:

    c. Future versions will include Operator sections for other
types of SE, including Mobile Cranes, Skid Steers, and Earth Moving
Equipment.
4. Currency Maintenance Requirements.
    a. Units must complete and document currency maintenance
semiannually following six (6)-month cycles, 01 JAN - 30 JUN and
01 JUL - 31 DEC.
    b. During each maintenance documentation cycle, members must
complete and document two (2) lifts on each asset type for which
they are qualified.
    c. Completion of a lift using a Signal Person and a Rigger while
acting as Operator shall satisfy the lift requirement for
maintaining the lesser qualifications. Acting as Safety Supervisor
does not satisfy the lift requirement.
    d. Advanced Operators must perform two (2) advanced lifts per
cycle. PQS-E shall maintain qualification currency on each asset
type for which they are authorized to evaluate and sign PQS's.
5. Documentation Responsibility. Units are responsible for
documenting completion of currency maintenance requirements.
