SUBJ: APPRENTICE PREVENTION OFFICER MARINE TRANSPORTATION SYSTEMS
PERFORMANCE AND QUALIFICATION STANDARD
A. Apprentice Prevention Officer (APO) Program, COMDINST 1520.3
1. This ALCOAST announces the release of the Apprentice Prevention
Officer (APO) Marine Transportation Systems (MTS) Performance and
Qualification Standard (PQS) IAW REF (A).
2. The primary goal of the APO MTS PQS program is to identify the
introductory on-the-job training for officers in the APO program
during their assignment in the Waterways Management (WWM)/MTS
Division.
a. Per REF (A), APOs must have a minimum documented time of 6
months in the WWM/MTS Division, and their training must consist
of exposure to various MTS mission elements.
b. The PQS includes foundational tasks that are also captured
in the PQS for Waterways Management Representatives, Facilities
Inspectors, and Environmental Response Investigators. This approach
ensures a broad foundation for the APOs, while streamlining
completion of the next PQS in their career trajectory.
3.Completion of this PQS shall be documented in member records using
competency code APOMTS.
4. Commissioned Officers who reported prior to Assignment Year 2025
and were assigned as Apprentice Marine Inspectors (AMIs) will
continue to meet the qualification and performance standards of the
AMI Program.
