SUBJ: FY27 - SOLICITATION FOR STUDENTS TO ATTEND COURSES AT THE
DANIEL K. INOUYE ASIA-PACIFIC CENTER FOR SECURITY STUDIES
1. The Office of International Affairs and Foreign Policy (DCO-I)
announces an opportunity for Coast Guard military or civilian
employees to attend courses provided by the Daniel K. Inouye
Asia-Pacific Center for Security Studies (DKI APCSS), Fort
DeRussy, HI. DKI APCSS is a Department of War (DoW) institute
that conducts courses addressing regional and global security
issues for military and civilian representatives of the United
States and Indo-Pacific nations.
    a. For FY27, commands are encouraged to nominate interested
Coast Guard military and civilian members in positions with a focus
on the Indo-Pacific region to attend the following: Indo-Pacific
Orientation Course (IPOC), Mobile Indo-Pacific Orientation Course
(MIPOC), and/or Comprehensive Security Cooperation (CSC).
2. Courses and Logistics.
    a. Indo-Pacific Orientation Course (IPOC). This course provides
security practitioners with a comprehensive overview of critical
sub-regions, key issues, concerning trends, and notable themes and
patterns that help expand participants' knowledge of these topics.
The course focuses on diverse security dynamics and strategic
imperatives of the Indo-Pacific region, providing a comprehensive
overview that includes political, economic, cultural, and
security issues.
       (1) Session dates:
             (a) IPOC 26-3: 26-30 OCT 26
             (b) IPOC 27-1: 25-29 JAN 27
       (2) Eligibility: O-4 to O-8, GS-12 to GS-15, and SES
       (3) Location: DKI APCSS, Fort DeRussy, HI.
       (4) Deadline for nominations:
             (a) IPOC 26-3: 14 AUG 26
             (b) IPOC 27-1: 06 NOV 26
    b. Mobile Indo-Pacific Orientation Course (MIPOC), session 27-2
This course provides security practitioners with a comprehensive
overview of critical sub-regions, key issues, concerning trends, and
notable themes and patterns that help expand participants' knowledge
of these topics. It focuses on the diverse security dynamics and
strategic imperatives of the Indo-Pacific region, providing a
comprehensive overview that includes political, economic, cultural,
and security issues.
       (1) Dates: 05-29 APR 27
       (2) Eligibility: O-4 to O-8, GS-12 to GS-15, and SES
       (3) Location: TBD
       (4) Deadline for nominations: 08 JAN 27
    c. Comprehensive Security Cooperation (CSC). This 5-week resident
executive program enhances the capability of regional allies,
partners, and others to further understand and cooperatively
address complex security challenges in the Indo-Pacific region
while advancing freedom, openness, prosperity, good governance,
a rules-based order, and a free and open Indo-Pacific. In addition
to the core content, Fellows will choose one area of concentration.
Fellows apply what they learn by working on either individual or
group projects, which seek to find innovative solutions to complex
problems.
       (1) Dates:
             (a) CSC 27-1: 05 MAY - 09 JUN 27
             (b) CSC 27-2: 11 AUG - 15 SEP 27
       (2) Eligibility: O-4 to O-6, E8 and E9, CWO2 to CWO4, and
civilian equivalents
       (3) Location: DKI APCSS, Fort DeRussy, HI
       (4) Deadline for nominations:
             (a) Session 27-1: 12 FEB 27
             (b) Session 27-2: 11 JUN 27
3. For FY26, DKI APCSS instituted a tuition fee for all courses.
FY27 rates are not yet available, but anticipate them to be a
small increase from the FY26 rates of: IPOC - $105;
MIPOC - $165; and CSC - $785.
4. Tuition, travel and per diem are the responsibility of the
member's command. Members must be able to participate in the
entirety of the course to graduate. Unexcused absence from the
course will normally result in disenrollment.
5. Interested members should speak to their supervisor if they would
like to be nominated. To be considered for attendance, commands must
submit a nomination memo in standard Coast Guard memo format to
COMDT-SMB-CG-DCO-I-AdvEd@uscg.mil.
    a. Subject line for memo/email: COURSE TITLE, SESSION,
NOMINATION FOR (rate/rank/grade) X. X. XXXXXXXX
    b. Memo should address how the member's assigned position
involves operating or decision-making in international or
inter-governmental settings relevant to the Indo-Pacific, how long
the member is projected to remain in this position, and why they
would benefit from attending this course. It should also
acknowledge that the command can fund the member's travel
and per diem.
    c. If commands nominate more than one member for a course, the
memo should provide the command's rank order of attendance for the
candidate (i.e., first choice, second choice, etc.).
    d. Members may be nominated for multiple courses and should
annotate course convening preference.
    e. Memo is limited to no more than one page.
