1. Purpose. This ALCOAST promulgates immediate changes to REF (A) to
update policy on the consideration of expedited Permanent Change of
Station (PCS) transfer related to incidents of certain offenses.
2. Covered Individuals. The term "covered individual" replaces the
term "victim" in paragraph 1.A.17.a.(2) of REF (A). The definition
of "covered individuals" is expanded to include members and their
dependents who are victims of domestic violence in addition to
existing definition that included members or their dependents who
are victims of sexual assault who make an unrestricted report.
3. Initiating Requests. The member's Command must coordinate all
reassignment requests through either the Sexual Assault Prevention,
Response, and Recovery (SAPRR) Critical Incident Team (CIT) or the
Family Advocacy Program High Risk for Violence Response Team
(HRVRT), as applicable, and the Special Victims' Counsel (if
assigned) prior to submitting the request to the Personnel Service
Center (PSC). The Command must submit a transfer request memo, which
must contain the SAPRR CIT's or HRVRT's recommendation, within 72
hours of receiving the member's request. The request can be sent
directly from the Command to PSC. While the request does not need to
list a specific billet, submitting desired locations is encouraged.
PSC will either approve or disapprove the request, and make final
assignments, within 10 days of receipt based on consideration for
the covered individual's recovery and the availability of support
resources. If PSC disapproves the request, the covered individual
has a right to appeal the decision to COMDT (CG-WMM-2) within seven
days of being notified of the disapproval.
4. Recusal. Recusal is required of any official involved in the
approval or denial of an expedited PCS transfer request if the
official was at any time:
a. The subject of a complaint of any form of assault, harassment,
or retaliation filed by the covered individual; or
b. Associated, beyond workplace interactions, with the subject in
a manner that may present an actual or apparent conflict of
interest.
5. REF (A) will be updated per internal controls requirements.
