SUBJ: 2025 COAST GUARD RESERVE NATIONAL AWARDS SELECTION
1. Celebrating Excellence in Reserve Integration and Performance:
With this ALCOAST, I proudly announce the recipients of the 2025
Coast Guard Reserve National Awards. These awards recognize the
outstanding contributions to a fully integrated, proficient, and
ready Coast Guard Reserve.
2. Admiral Russell R. Waesche Award: This prestigious award
recognizes a District, Operational Logistics Command (LOG-1), or
Pacific Area (PAC-13) supporting Port Security Units (PSU) and
Maritime Expeditionary Security Force (MESF) units that have
demonstrated exceptional support for a totally integrated
Coast Guard.
    a. Category 1 (Units with fewer than 600 SELRES members):
        (1) Recipient: U.S. Coast Guard Great Lakes District.
        (2) Honorable Mentions:
             (a) U.S. Coast Guard East District; and,
             (b) U.S. Coast Guard Southwest District.
    b. Category 2 (Units with 600 or more SELRES members):
Recipient: U.S. Coast Guard Southeast District.
3. Rear Admiral Bennett "Bud" Sparks Unit Award: This award
recognizes a unit (excluding Districts, LOG-1, or PAC-13) judged
to be most supportive of an operationally ready Coast Guard
Reserve force.
    a. Category 1 (Units with fewer than 100 SELRES members):
        (1) Recipient: Coast Guard Reserve Unit Joint Staff South.
        (2) Honorable Mentions: Air Station Ventura, Sector San Juan.
    b. Category 2 (Units with 100 or more SELRES members):
        (1) Recipient: U.S. Coast Guard Port Security Unit 308.
        (2) Honorable Mention: Sector North Carolina.
4. Reserve Outstanding Junior Officer Award: This award honors a
Coast Guard Reserve junior officer who exemplifies the
characteristics of an outstanding leader.
    a. Recipient: LT Joshua Mankowski, Port Security Unit 309
    b. Honorable Mentions:
        (1) LT Joann Gorges, Sector Northern Great Lakes;
        (2) LT Marc Phelps, Coast Guard Reserve Unit SOUTHCOM;
        (3) LTJG Adalynn Van Dine, Sector Eastern Great Lakes; and,
        (4) LTJG Marten Zagunis, Sector Puget Sound.
5. Reserve Outstanding Chief Warrant Officer of the Year: This award
recognizes the Coast Guard Reserve Chief Warrant Officer
(W-3 or below) who best embodies the values of leadership, service,
and dedication. The recipient is selected as the Coast Guard
Reserve's nominee for the CW4 Michael J. Novosel Award administered
by the Reserve Organization of America.
    a. Recipient: CWO John Simpson, Port Security Unit 307
    b. Honorable Mention: CWO Christopher Whitmire, Sector
Houston-Galveston
6. The Coast Guard Reserve extends its sincere gratitude to all
nominees for their exceptional contributions. The selection process
was highly competitive, reflecting the outstanding caliber of our
Reserve members and units.
