1. In accordance with REFs (A) through (D), this ALCOAST announces
the promulgation of the Financial Operations Qualification Insignia.
The qualification insignia has been approved for current and previous
members of the Coast Guard Financial Management workforce.
2. Since the Congressional authorization of Alexander Hamilton's
establishment of the Revenue Cutter Service on August 4, 1790, the
Coast Guard has relied on effective financial operations to support
readiness and mission execution. This field adds advantages to the
Coast Guard tradition of effective leadership and decision-making by
ensuring compliance with appropriations law, procurement and
contracting standards, financial management practices, and property
management procedures. This insignia recognizes members who have
attained a high level of experience, qualification, and certification
within the field of Financial Operations.
3. Members will be entitled to wear the Financial Operations
Qualification Insignia after meeting the specific requirements
outlined in REF (D).
4. Further details regarding these requirements, the issuing
authority, and the certificate template are published in REF (D) and
available on the COMDT (CG-81) SharePoint site:

5. Upon award, the Financial Operations Qualification Insignia
Certificate, maintained electronically by COMDT (CG-81), must be
signed and issued by an approved issuing authority outlined in REF
(D). The unit's Servicing Personnel Office (SPO) must record award
of the Insignia in Direct Access (Honor and Award Code: CGFININS) and
in the member's Official Military Personnel File.
