SUBJ: SOLICITATION FOR COLLATERAL DUTY RESILIENCE COORDINATOR
TRAINING
1. The Integrated Primary Prevention (IPP) Program is soliciting
commands of 25 or more persons to select one active duty volunteer
to serve as a collateral duty Resilience Coordinator (RC). Command
selected RCs will be funded to attend a Resilience Coordinator and
Unit Education (ResCUE) 5-day course at Training Center Yorktown
21-25 September 2026. Selected personnel who complete all aspects of
training will receive a Direct Access competency code signifying
their certification as a RC. Seats are limited to 20 persons for the
class.
2. The ResCUE course will feature a custom Coast Guard curriculum
designed by the Uniformed Services University's Consortium of Health
and Military Performance, built around key concepts of Primary
Prevention: Health Education, Human Performance Optimization, and
the Total Force Fitness Framework.
    a. Evidence-based modules taught during the course consist of
topical areas such as physical fitness, nutrition, sleep hygiene,
primary prevention, stress management, tobacco cessation, and other
health and well-being related areas.
    b. The training objective is to provide students with the
knowledge, tools, and skills necessary to fulfill the role of the
collateral duty RC.
3. The duties of the RC include:
    a. Serve as a knowledgeable local access point for information
and referral on protective factors and resiliency building positive
behaviors and available resources.
    b. Collaborate with command, Workforce and Family Services
personnel, IPP staff, and other stakeholders on educational,
programming, and activity opportunities that build and strengthen
protective factors and resiliency amongst the RC's unit members.
    c. Dependent on command approval, RC may serve as a local trainer
certified in Operational Stress Management Course (STR-M 101),
Suicide Prevention, and other behavioral program curricula.
    d. Establish communication avenues to share pertinent health,
resiliency, and well-being related research and materials with
unit members.
4. Selected RCs must meet the following qualifications:
    a. Rank/Paygrade: E-5/O-3 or above. Exceptions may be granted
for smaller units or with Command endorsement.
    b. Tour Length: Minimum of two years remaining at a shore unit,
or one year remaining at an afloat unit (operations permitting).
    c. Conduct: Have no disciplinary action in the two years
preceding. Personnel with a conviction, non-judicial punishment, or
punitive administrative action for sex-related offenses at any time
are permanently ineligible to serve as an RC.
    d. Availability: Be available to perform RC duties as a
collateral duty.
    e. Suitability: Possess an approachable, objective attitude; an
interest in acting as the unit's access point for resiliency
information; and the aptitude to engage with detailed,
evidence-based coursework.
    f. Prerequisites: The Operational Stress Management Course
(STR-M 101) and an approved suicide prevention course (SAFE TALK,
ASIST, or Suicide Prevention 2026 ) must be completed prior to
course attendance.
       (1) STR-M 101 will be held via TEAMS. Email the ResCUE POC
at RC@uscg.mil to request enrollment in one of the following
sessions: 07 JUL 2026 at 1000 EST, 09 JUL 2026 at 1600 EST,
14 JUL 2026 at 1600 EST, or 16 JUL 2026 at 1000 EST.
       (2) Prerequisite completion certificates must be submitted
to the ResCUE POC at: RC@uscg.mil.
5. Application Procedures:
    a. To enroll in the RC course, unit's Commanding Officer for
operational units or first O-6/GS-15 in the member's chain of
command must submit an endorsement letter to include the RC
selectee's name, rank, and location. Please include confirmation
that member has had no adverse actions during the last two years.

    b. Please submit endorsement memos and prerequisite certificates
to RC@uscg.mil no later than 31 July 2026.
