A. Environmental Compliance Program, COMDTINST 5090.15
1. This ALCOAST announces the publication of the U.S. Coast Guard
Environmental Compliance Program policy, REF (A). This new
Instruction provides a comprehensive framework for environmental
compliance and stewardship across the Service.
2. The Environmental Compliance Program is designed to ensure that
all Coast Guard personnel and operations adhere to federal, state,
and local environmental laws and regulations. The program's goal is
to protect our nation's natural and cultural resources while
executing our missions effectively. This Instruction applies to all
Coast Guard units, active duty and reserve members, civilian
employees, and contractors.
3. Key elements of the new COMDTINST 5090.15 include:
    a. Updated policies for hazardous waste management, pollution
prevention, and emergency response to environmental incidents.
    b. New requirements for environmental training and the
designation of Unit Environmental Coordinators.
    c. Procedures for conducting regular environmental compliance
evaluations and self-assessments.
    d. Guidance for integrating environmental considerations into all
phases of operations, acquisitions, and shore facility management.
4. Implementation of this Instruction is a command responsibility.
Commanding Officers and Officers-in-Charge shall ensure that all
personnel are familiar with the new policy and that their units are
in compliance with its requirements.
5. This new Instruction is available on the Coast Guard's official
Directives Systems Library.
    a. REF (A) supersedes only the guidance and Instructions listed
in paragraph 4 of the new Instruction.
