Specialist Rating and Robotics Chief Warrant Officer Specialty
1. The new Robotics Mission Specialist (RMS) rating and a Chief
Warrant Officer (CWO) Robotics Mission Manager (RMM) specialty is
hereby established. Inspired by the Commandant's commitment to
excellence and innovation, this is a groundbreaking development
in the Coast Guard's efforts to be a leader in robotics and
unmanned systems.
2. Coast Guard Robotics and Autonomous Systems (RAS) are rapidly
transforming operational capabilities, providing real-time
tactical awareness, and enhancing mission effectiveness across
all 11 statutory missions. To fully integrate this technology,
the Coast Guard established the RMS rating which will focus
exclusively on unmanned and autonomous systems. Initial RMS
lateral will be considered at all paygrades; future RMS accessions
will begin at the E-4 paygrade to cultivate a professional and
proficient workforce capable of operating, maintaining, and
innovating with these advanced technologies.
3. Members of the RMS rating will have the opportunity to serve
a wide range of missions, including drug interdiction, search and
rescue, port security, counter-unmanned systems and environmental
monitoring.
a. The Coast Guard is making significant investments to
integrate RAS across all operational domains to support its
statutory missions. Spanning from the seafloor to space, this
comprehensive initiative encompasses Autonomous Underwater
Vehicles and Remotely Operated Vehicles for subsea missions;
Unmanned Surface Vehicles for expanded maritime domain
awareness; unmanned ground systems for hazardous environments;
and Unmanned Aircraft Systems.
b. This investment prioritizes Counter-Unmanned Aircraft
Systems (C-UAS) defense capabilities and space-based systems
required to seamlessly connect these distributed assets and turn
autonomous systems into actionable intelligence. RMS personnel
will serve in critical positions within the Robotics and
Autonomous Systems Program Executive Office (RAS-PEO), Areas,
Districts, Sectors, and specialized units.
c. This ensures the Coast Guard remains at the forefront of
technological advancements. This new rating will enable the
Coast Guard to meet the demands of rapidly evolving robotics
technologies while safeguarding national interests and
operational readiness.
d. Timelines and criteria for lateral applications and CWO
appointments will be announced in subsequent ALCOAST and ALCGPSC
