1. In accordance with references (A) through (D), the PY27 RCM Captain
Promotion Selection Board (PSB) convenes on 13 July 2026 to recommend
eligible officers for selection for promotion to the rank of captain. The
following officers, listed alphabetically by last name, will be considered
by the Board:

2. The stated opportunity of selection is 51 percent as announced in
reference (B).
3. PSBs are given a complete roster of eligible candidates. Above- and in-zone
officers are integrated so the status of each candidate is not discernible.
4. Officers with approved voluntary separations on file, who do not retire
or separate prior to the Board convening, will appear before the Board.
5. Officers desiring to submit communications to the Board must follow the
guidelines provided in Article 3.A.4.f of reference (D) and paragraph 10.d of
reference (E). Communications shall be sent via email as a command-endorsed,
electronically-signed memo to HQS-SMB-CGPSC-RPM-BOARDSPANELS@uscg.mil to
arrive no later than the day before the Board convenes. Early submission of
communications to the Board is highly recommended to allow adequate time for
correction should a submission contain unauthorized content. Communications
are subject to the same restrictions as Officer Evaluation Report Prohibited
Comments outlined in Section 5.I of reference (D).
6. All officers should review reference (F) regarding OER guidance and policy.
Rating chains and administrative reviewers must expedite OER submissions
to ensure eligible officers have up-to-date records on file before the Board
convenes.
7. Documents Viewed by PSBs: In accordance with reference (G), PSBs see and
review only the officer portion of a candidate's record contained in their
official Coast Guard Military Human Resource Record (CGMHRR), data contained
in Direct Access, and communications from candidates properly submitted to
the Board.
   a. Officers are encouraged to review their Employee Summary Sheets (ESS).
      The ESS provides a consolidated view of a member's information as it
      appears in Direct Access. The individual ESS may be accessed at the
      following website: https://cgbi.osc.uscg.mil/2.0/contentpanes/
      personal_files/summary_sheet.cfm.
   b. Officers are also encouraged to review their official CGMHRR for
      accuracy on the interactive personnel electronics records management
      system (iPERMS). To review your CGMHRR via iPERMS, visit the following
      website: https://iperms.mymilrecord.uscg.mil/.
   c. Officers shall ensure their Direct Access information, including
      their Reserve Member Balance, is accurate. Total qualifying years
      of service (TQS) for retirement is used to establish the candidate
      pools for retention and continuation Boards and is taken directly
      from an officer's Reserve Member Balance. Officers who identify
      discrepancies in their Direct Access data should immediately notify
      their servicing administrative staff for assistance.
8. Any officer who believes they are eligible to be considered for selection
by this Board and whose name does not appear on the above list should contact
the RPM-1 Boards and Panels staff immediately at the following email address:
