1. Welcome to Assignment Year 2027 (AY27). This message provides the
consolidated AY27 timeline, assignment resources, and guidance for all
Reserve personnel, supervisors, and commands. Detailed assignment guides are
available on the CG PSC-RPM-2 SharePoint site, listed at the bottom of this
message.
2. Shopping Lists: CG PSC-RPM-2 is developing AY27 shopping lists to identify
anticipated billet vacancies. Updates will be posted on the CG PSC-RPM-2
SharePoint site.
   a. Validation: Unit command staff must verify the accuracy and status of
      each Reserve position on their PAL in Direct Access (DA), including
      anticipated vacancies. For Command Concerns (COMCON), use the "Command
      Concerns" link on the CG PSC-RPM-2 SharePoint site and follow Power BI
      instructions. Submit discrepancies or comments no later than 31 July
      2026 to COMDT-SMB-CGPSC-RPM-COMCON@uscg.mil.
   b. Availability: Preliminary Shopping Lists will be available on the
      CG PSC-RPM-2 SharePoint site starting 15 June 2026. Use these lists to
      complete unit COMCON. Official Shopping Lists will be released by 1
      September 2026.
3. AY27 Assignment Candidate Pools:
   a. Captain and Commander: The primary candidate pool consists of captains
      and commanders reported in DA as tour complete in 2027; commanders
      selected for captain; lieutenant commanders selected for commander;
      members who will change their Reserve Component Category (RCC) to the
      Selected Reserve (SELRES); members filling positions in which a paygrade
      mismatch exists between member and billet, members in reprogrammed
      positions; and members projected to be released from active duty. This
      includes those serving on long-term Active Duty for Operational Support
      (ADOS) and Extended Active Duty (EAD) who desire a SELRES assignment
      following their release from active duty.
      (1) The Reserve Senior Command Screening Panel (RSCSP) will be conducted
          to determine personnel assigned to specific AY27 O5/O6 billets.
          Additional messaging will be released during AY27 on the RSCSP
          application process and requirements.
      (2) All captain applicants must submit a one-page biography.
          Requirements, templates, and submission instructions are available
          in the Reserve Captain Assignment Guide found on the CG PSC-RPM-2
          SharePoint site.
   b. Lieutenant Commander to Ensign: The primary candidate pool consists of
      members reported in DA as tour complete in 2027; members filling
      positions in which a paygrade mismatch exists between member and billet
      (plus or minus 2 pay grades); members in reprogrammed positions; and
      members projected to be released from active duty. This includes
      lieutenant commanders through ensigns serving on long-term ADOS and
      EAD who desire a SELRES assignment following their release from
      active duty.
   c. CWO and E7-E9: The primary candidate pool consists of members reported
      in DA as tour complete in 2027; members who will change their RCC to
      SELRES; members advanced to E7 prior to the e-resume submission deadline
      noted in paragraph 12; members in reprogrammed positions; members
      projected to be released from active duty; and members in billets with
      more than one member assigned. This includes reserve chief warrant
      officers and senior enlisted personnel serving on long-term ADOS who
      desire a SELRES assignment following their release from active duty.
   d. E6 and below: Members who have been assigned to the same unit for more
      than five years and desire a new assignment may submit an e-resume.
      Members who relocate their primary residence to a location beyond a
      Reasonable Commuting Distance (RCD) to their current assignment must
      submit an e-resume, regardless of rotation date. A command endorsement
      in DA is required and members must ensure their physical address has
      been updated in DA. Continuing in a current assignment is an available
      option, but other assignment preferences must be included in the
      e-resume. Junior enlisted personnel shall consider all positions
      applicable to their rating, within RCD, as assignment options when
      crafting DA e-resume Member Comments. Members are strongly encouraged
      to contact their Assignment Officer (AO), listed in paragraph 13 of
      this message, to ensure all possible assignment options are explored.
4. CG PSC-RPM-2 will track additions and deletions to candidate pools created
by promotions, screening panels, separations, position reprogramming, and
other actions. Members who do not apply for assignment will be transferred to
the Individual Ready Reserve (IRR) and may participate in the AY28 assignment
cycle. Members in the IRR may request a change in RCC and compete for
positions at any time. Members interested in pursuing an RCC change shall
follow the guidelines outlined in Chapter 10.J of reference (B).

5. Members serving on long-term voluntary ADOS orders that terminate any time
during AY27 must submit an e-resume in DA by 1 November 2026. Members who miss
the deadline must reach out to their AO for e-resume submission guidance.
Members who do not apply for assignment will be transferred to the IRR.
Members in the IRR may request a change in their RCC and compete for positions
at any time.
6. Members who will be affiliating with the SELRES following their release
from active duty must meet the timeline in paragraph 12. This includes the
following personnel:
   a. Those selected for a reserve commission via the Regular to Reserve
      (R2R) Commission Appointment Panel, as outlined in Article 1.G of
      reference (C);
   b. Those approved for Temporary Separation (TEMPSEP), as outlined in
      reference (D);
   c. Those who resign their regular commission and must complete their
      remaining military service obligation in the Reserve; and,
   d. Those who are released from EAD and ADOS and desire a SELRES
      assignment.
Those who miss the deadlines found in paragraph 12 of this message will be
considered for assignment only after all other AY27 assignments have been
made and should expect to remain in the IRR or ISL until the AY28 cycle.
7. CG PSC-RPM-2 will adhere to tour completion dates when considering
assignments. Members generally will not rotate prior to completion of their
tours. However, early rotations are sometimes necessary to meet Service
needs. Members who desire to transfer prior to their tour rotation date
("Short Tour") shall discuss with their command and indicate this during
Command Concerns. Last minute short tour requests may result in a unit
vacancy if AOs are not notified early.
8. E-resume/FlexPAL:
   a. For all e-resume submission, command endorsement, and command
      endorsement verification steps, refer to the CG PPC guides located
      on the CG PSC-RPM-2 SharePoint site. To ensure that an e-resume
      endorsement is completed on time, members must notify their command
      when an e-resume requiring command endorsement has been submitted.
   b. Junior Officer FlexPAL guidance: Junior Officers (O1-O3) can now be
      assigned under the FlexPAL system. The list of available assignments
      where training capacity exists is located on the CG PSC-RPM-2 SharePoint
      site under the FlexPAL section. Under the FlexPAL system there are
      billets marked "F" for flexible and "NF" for non-flexible. The "NF"
      designation means that this billet is important to unit success and
      should not be moved under the FlexPAL system. CG PSC-RPM-2 is expected
      to fill "NF" positions before "F" positions. As such, candidates must
      apply to "NF" positions foremost, but if they are looking for a general
      position that is flexible in a specific geo-location, then they must
      apply to the following position number: 00042876. Members must provide
      their AOs with their geographic location and desired drill location in
      the "Member Comments" section of the e-resume. For FlexPal e-resume
      guidance, refer to the CG PSC-RPM-2 SharePoint site listed at the bottom
      of this message.
   c. All Junior Enlisted members of all ratings will select and ONLY apply
      to position number: 00047023 when submitting their e-resume in DA. The
      FlexPal Reserve Training Capacity Worksheet is available on the
      CG PSC-RPM-2 SharePoint site. Members must provide their AOs with their
      geographic location and desired drill location in the "Member Comments"
      section of the e-resume.
9. RCD: Article 5.C of reference (A) describes policy regarding RCD. As a
member becomes more senior in grade, assignment opportunities within RCD
become increasingly scarce. If a member wants to continue to serve in a
SELRES status, the member must consider assignments beyond RCD. Members
voluntarily accepting orders beyond RCD must include the following
statement in their e-resume comments: "I, (rank and name) on (date),
understand the Reasonable Commuting Distance (RCD) policy stipulated
in COMDTINST M1001.28 (series), and will voluntarily accept orders beyond
RCD."
10. Deployable Specialized Forces (DSF): In accordance with Article 5.E.1 of
reference (A), members in paygrades O4 and below may be assigned to a DSF unit
without their consent if they live within RCD of these units and not enough
qualified volunteers are identified. Members who have not been assigned to a
DSF unit are strongly encouraged to apply.
11. Members declining orders will be transferred to IRR, Standby Reserve, or
may request retirement or separation per Article 5.A.10 of reference (A).
Members not successfully competing for AY27 assignment, or not submitting an
e-resume, will be transferred to IRR and may compete in AY28.
12. SELRES AY27 Timeline:
   a. 15 June 2026 - 31 October 2026: AOs available for career counseling.
   b. 15 June 2026: Preliminary shopping lists available for review and
      command validation on PSC-RPM-2 SharePoint site.
   c. 31 July 2026: Command Concerns and shopping list corrections due to
      CG PSC-RPM-2.
   d. 1 September 2026: Official shopping lists released and available in DA.
   e. 1 November 2026: Deadline for members to submit e-resumes.
   f. 16-20 November 2026: RSCSP convenes for specific O5/O6 assignments.
   g. 22-26 February 2027: Captain and Commander Assignment Panels.
   h. 14 March 2027: Deadline for O5/O6 to request retirement/separation.
   i. 1 April 2027: Assignment slates approved and finalized.
   j. 10-30 April 2027: PCS orders released in DA, available to units in DA
      airport terminal.
   k. 31 May 2027: Requests to retire or separate in lieu of orders for
      O4 and below due to CG PSC-RPM-2.
   l. 1 Oct 2027: Effective date for AY27 assignments.
