1. This message announces the PY27 IDPL Promotion Selection, Retention, and
Continuation Boards and provides a timeline and amplifying guidance to help
members and their commands prepare for the PY27 IDPL Board season. PY27 begins
on 1 July 2026 and runs through 30 June 2027 per references (B) and (C).
2. The PY27 IDPL promotion zones were established independently of their
Active-Duty Promotion List (ADPL) running mates. Historically, promotion zone
sizes were tied to the running mate system with the ADPL. Beginning in PY26,
the adoption of Independent IDPL promotion zones created a more predictable
and requirements-based promotion system for IDPL officers.
3. Promotion Zones: This announcement establishes promotion zones and the
opportunity of selection (OOS) for each of the Promotion Selection Boards
(PSBs) convening in PY27, as approved in reference (D). The signal numbers
(SIGNOs) used to establish the zones found within this message are from
reference (A), which was signed on 12 March 2026. Members in zone for
promotion should notify CG PSC-RPM-1 of any changes to their names not
already reflected in reference (A). The zones established in this message
include the most junior officer expected to be the bottom of the zone for
promotion and is utilized to help prepare officers for the promotion season.
The actual officer on the bottom of the zone may change based on fluctuations
with the IDPL (e.g., TEMPSEP, RELAD from EAD). The names of those officers
in zone for each PSB will be announced in the corresponding message released
for each specific Board.
a. In Zone: Those officers being considered for the first time by the
respective Board. The zones within this message are based on those
officers in zone for selection.
b. Above Zone: Those officers who have been considered, but not selected,
by a previous Board.
c. Below Zone: Those officers that meet the minimum eligibility
requirements for promotion in references (B) and (E) but are below the
established promotion zone for the upcoming Board.
4. Below-Zone Selection (BZS) and In-Zone Reordering (IZR). In accordance with
references (B) and (E), the BZS and IZR tools will be available for use by the
PY27 IDPL PSBs. Additional information on the BZS and IZR tools can be found
in reference (E).
a. IZR is a discretionary tool that authorizes LT-CAPT PSBs to recommend
officers of particular merit, as determined by the PSB, be moved to the
top of the selection list after they have been selected for promotion.
b. BZS is a mechanism used by LCDR-CAPT PSBs for identifying and
accelerating the careers of officers who have demonstrated exceptional
performance and are clearly ready for promotion ahead of more senior
officers. BZS does not change the total number of officers selected for
promotion or the stated OOS; therefore, any officer selected from below
the zone will displace an officer who would have been selected from in
or above the promotion zone.
5. IDPL Boards: Approximately 30 days prior to the convening of each Board, an
ALCGRSV message will be released announcing the names of officers who will be
considered by that Board. If your name does not appear on the ALCGRSV and you
believe you should be in-zone for consideration, contact the CG PSC-RPM-1
Boards and Panels Section immediately at the following email address:

a. CAPT Retention Board: In accordance with reference (C) and Section 3752
of reference (F), the CAPT Retention Board convenes the week of 7-10
July 2026 to consider all CAPTs in an active status who have 18 years
or more of creditable service towards a non-regular retirement, except
CAPTs who meet one of the following conditions:
(1) are on extended active duty (EAD);
(2) are on a list of selectees for promotion;
(3) will complete 30 years total commissioned service by 30 June
2027; or
(4) will have reached age 59 by the date the Board is convened.
CAPTs not recommended for retention will be given the opportunity to
retire upon completing 20 years of creditable service towards a non-
regular retirement or be transferred to the Standby Reserve, Inactive
Status List (ISL), no later than 30 June 2027. The Board shall recommend
13 CAPTs for retention.
b. CAPT PSB: In accordance with reference (C) and sections 3740 through
3742 of reference (F), the CAPT PSB convenes the week of 13-17 July 2026
to consider eligible candidates consisting of CDR Kent R. Catlin, SIGNO
692B, and those CDRs senior thereto on the IDPL. The in-zone size is
approximately 13 members with a stated OOS of 78 percent.
c. CDR Continuation Board: In accordance with reference (C), the CDR
Continuation Board convenes the week of 13-17 July 2026 immediately
following the CAPT PSB. Eligibility and criteria for continuation are
contained in reference (G) and section 11.a of this message.
d. CDR Retention Board: In accordance with reference (C) and Section 3752
of reference (F), the CDR Retention Board convenes the week of 13-17
July 2026 to consider all CDRs in an active status who have 18 years or
more of creditable service towards a non-regular retirement, except CDRs
who meet one of the following conditions:
(1) are on extended active duty (EAD);
(2) are on a list of selectees for promotion;
(3) will complete 30 years total commissioned service by 30 June
2027; or
(4) will have reached age 59 by the date the Board is convened.
CDRs not recommended for retention will be given the opportunity to
retire upon completing 20 years of creditable service towards a non-
regular retirement or be transferred to the ISL, no later than 30 June
2027. The Board shall recommend 65 CDRs for retention.
e. CDR PSB: In accordance with reference (C) and sections 3740 through 3742
of reference (F), the CDR PSB convenes the week of 20-24 July 2026 to
consider eligible candidates consisting of LCDR Jonathan R. Egezeino,
SIGNO 1947A, and those LCDRs senior thereto on the IDPL. The in-zone
size is approximately 42 members with a stated OOS of 76 percent.
f. LCDR Continuation Board: In accordance with reference (C), the LCDR
Continuation Board convenes the week of 20-24 July 2026 immediately
following the CDR PSB. Eligibility and criteria for continuation are
contained in reference (G) and section 11.a of this message.
g. LCDR Retention Board: In accordance with reference (C) and Section 3752
of reference (F), the LCDR Retention Board convenes the week of 20-24
July 2026 to consider all LCDRs in an active status who have 18 years or
more of creditable service towards a non-regular retirement, except
LCDRs who meet one of the following conditions:
(1) are on extended active duty (EAD);
(2) are on a list of selectees for promotion;
(3) will complete 30 years total commissioned service by 30 June
2027; or
(4) will have reached age 59 by the date the Board is convened.
LCDRs not recommended for retention will be given the opportunity to
retire upon completing 20 years of creditable service towards a non-
regular retirement or be transferred to the ISL, no later than 30 June
2027. The Board shall recommend 87 LCDRs for retention.
h. LCDR PSB: In accordance with reference (C) and sections 3740 through
3742 of reference (F), the LCDR PSB convenes the week of 3-7 August 2026
to consider eligible candidates consisting of LT Luke A. Thompson, SIGNO
3950A, and those LTs senior thereto on the IDPL. The in-zone size is
approximately 74 members with a stated OOS of 70 percent.
i. LT Continuation: In accordance with reference (C), the LT Continuation
Board will convene the week of 3-7 August 2026 immediately following the
LCDR PSB. Eligibility and criteria for continuation are contained in
reference (G) and section 11.a of this message.
j. LT PSB: In accordance with reference (C) and sections 3740 thru 3742 of
reference (F), the LT PSB convenes the week of 14-18 September 2026 to
consider all LTJGs whose running mate has a date of rank (DOR) of 1
July 2025 or earlier. The in-zone size is approximately 76 members with
a stated OOS of 97 percent.
k. Chief Warrant Officer (CWO) PSBs: Announcement of zone sizes and
opportunities of selection for IDPL CWO PSBs will be issued individually
for each Board. CWOs expected to be in zone for promotion this year
should follow the same general preparation guidance outlined in this
message.
6. Changes to the ADPL directly correlate to changes to the IDPL. Officers
returning to the IDPL from EAD and officers affiliating with the Reserve
after the date of this message should confer with RPM regarding their status
prior to their potential PSB.
7. Officers with approved voluntary separation requests on file, who have
not been retired or separated prior to the Board convening, will appear
before the Board. A list of officers approved for voluntary separation
will be provided to the Board.
8. Officer Evaluation Report (OER) Submission: In accordance with Article
5.E.2.b of reference (B), no officer shall delay their OER past the normal
submission month. Extensions will not be granted. LTJGs in zone for LT must
have an end of period of 30 June 2026 vice 31 July 2026. All OERs should
arrive at CG PSC-RPM-1 no later than 45 days after the end of reporting
periods. Rating chains and OER administrators should expedite submission of
these OERs to ensure eligible officers have up-to-date performance records
on file before the Board. This will allow CG PSC-RPM-1 to ensure it gets
properly routed and prioritized. All OERs shall be submitted using the OER
submission application found on the following SharePoint site:
https://uscg.sharepoint-mil.us/sites/psc_spo/psc-rpm/RPM1/SitePages/
Officer-Evaluation-System-(OES).aspx. Board candidates who are submitting
OERs shall ensure the “Board/Panel Candidate” block is properly checked
when using the OER submission application.
9. Documents Viewed by Selection Boards: In accordance with reference (H),
Boards see and review only the officer portion of a candidate's record
contained in the official Coast Guard Military Human Resource Record (CGMHRR),
data contained in Direct Access, and communications from candidates properly
submitted to the Board. As stated in Article 7.d of reference (H), ensign OERs
are masked from view at IDPL PSBs for LCDR and above. The LTJG and LT PSBs
will continue to view the ensign OERs of candidates.
a. Officers are encouraged to review their Employee Summary Sheets (ESS).
The ESS provides a consolidated view of a member's information as it
appears in Direct Access. The individual ESS may be accessed at the
following website: https://cgbi.osc.uscg.mil/2.0/contentpanes/
personal_files/summary_sheet.cfm.
b. Officers are also encouraged to review their official CGMHRR for
accuracy on the interactive personnel electronics records management
system (iPERMS). To review your CGMHRR via iPERMS, visit the following
website: https://iperms.mymilrecord.uscg.mil/.
c. Officers shall ensure their Direct Access information, including their
Reserve Member Balance, is accurate. Total qualifying years of service
(TQS) for retirement is used to establish the candidate pools for
retention and continuation Boards and is taken directly from an
officer's Reserve Member Balance. Officers who identify discrepancies
in their Direct Access data should immediately notify their servicing
administrative staff for assistance.
10. Officers desiring to submit communications to the Board must follow the
guidelines provided in Article 3.A.4.f of reference (B) and paragraph 10.d of
reference (I). Communications shall be sent via email as a command-endorsed,
electronically-signed memo to HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil to
arrive no later than the day before the Board convenes. Early submission of
communications to the Board is highly encouraged to allow adequate time for
correction should a submission contain unauthorized content. Communications
are subject to the same restrictions as Officer Evaluation Report Prohibited
Comments outlined in Section 5.I of reference (B).
11. Non-Selection: Guidance to officers non-selected for promotion is
included in references (G) and (J). CG PSC-RPM will make non-selection
notifications to commands prior to releasing the approved Board results.
a. In accordance with references (D) and (G), IDPL CDRs, LCDRs, and LTs
who have received their second non-selection for promotion to the next
higher grade, who have less than 18 years of total qualifying service
towards a non-regular retirement, will be considered for continuation
in an active status by a Continuation Board. For CDRs and LCDRs, this
will be a one-time Board. LTs will continue to be considered annually
until they are either selected for promotion or become eligible for a
non-regular retirement. The requirements for continuation in an active
status are described below:
(1) Have less than 18 years of satisfactory federal service for
retirement;
(2) Have 75% of total commissioned service as satisfactory years for
retirement;
(3) Have three of the last four years met requirements for satisfactory
federal service for retirement;
(4) Have documentation of sustained active participation in performance
records; and
(5) Have solid performance in current grade, documented in OER.
b. In accordance with reference (G), LTJGs who are twice non-selected will
be honorably discharged by 30 June 2027 if they have less than 18 years
of creditable service towards retirement.
c. Officers who are twice non-selected with more than 18 years of
creditable service towards a non-regular retirement will be retained
until they have 20 years of creditable service towards a non-regular
retirement, in accordance with Article 10.C of reference (J). Officers
with 20 or more years creditable service must submit an approved Reserve
Retirement Request (CG-2055A) NLT 1 March 2027 for a 1 July 2027
retirement, or they will be transferred to the ISL. Requests for
retirement must be submitted via the Online Submission Form located on
RPM-1’s SharePoint site: https://uscg.sharepoint-mil.us/sites/psc_spo/
psc-rpm/RPM1/SitePages/RPM-1-Reserve-Component-Category-Management-
Branch.aspx.
