SUBJ: FY27 USCG ADJUNCT ICS INSTRUCTOR PROGRAM APPLICATION GUIDANCE
1. The Office of Emergency Management & Disaster Response (CG-OEM)
and the Training Center Yorktown (TCY) Emergency and Disaster
Management (EDMS) Schoolhouse is pleased to announce the release of
the FY27 USCG Incident Command System (ICS) Adjunct Instructor
Program application guidance.
2. TCY-EDMS is responsible for providing standardized and relevant
incident management training to all members of the Coast Guard.
Qualified CG personnel (Active Duty, Reservist, Civilian, and
Auxiliarist) are encouraged to apply for the FY27 USCG Adjunct ICS
Instructor Program. The Office of Emergency Management & Disaster
Response (CG-OEM) and the Training Center (TC) Yorktown Emergency
and Disaster Management School (EDMS) are seeking passionate and
experienced ICS practitioners to become virtual instructors. This
program is designed to increase training throughput for advanced ICS
courses (ICS-300 and ICS-339), address critical training gaps, and
support the workforce development goals of Force Design 2028.
3. Adjunct Instructor Program Objectives:
a. Deliver consistent, high-quality instruction, training,
assessment, and qualification for EDMS students/learners.
b. Ensure a sustainable corps of skilled instructors to meet the
Coast Guard's evolving incident management training needs.
c. Maintain a highly organized and effective program with
consistent course oversight.
4. Selected instructors will gain significant professional
experience and benefits, including the opportunity to:
a. Receive premier instructor certifications, including FEMA's
ICS-449 Train-the-Trainer and the CG Instructor Development Course.
b. Directly shape the capabilities of future Coast Guard
responders through instruction and mentorship.
c. Maintain a strong connection to the emergency management
community, supporting personal progress towards certifications such
as the Certified Emergency Manager (CEM) or CG-Emergency Management
Credential (CG-EMC).
d. Provide direct input on the continuous improvement of ICS
curriculum delivered across the service through EDMS.
5. The requirements of the program are:
a. Secure command approval for Permissive TDY to virtually teach
ICS-300 and ICS-339 for a minimum of 10 days annually during FY27 -
FY29 (a 3-year commitment).
b. Travel to TRACEN Yorktown, VA, from 14-25 September 2026 to
complete the mandatory FEMA ICS-449, CG Instructor Developer Course,
and EDMS ICS-300/339 Train-the-Trainer courses.
c. Successfully complete the EDMS Adjunct Instructor Job
Qualification Requirements (JQR) within first year as an adjunct
instructor.

7. Application process and deadline:
a. Application Submission: Complete the application form and
submit it no later than 12 JUN 2026.
b. Review of the Adjunct Instructor Program Overview for program
requirements.
c. FY27 Adjunct Instructor Program selection committee will
convene 17 JUN 2026, to review application packages and select 30
adjunct instructors for the FY27 cohort.
