SUBJ: LAUNCH OF THE COAST GUARD DIGITAL TRANSFORMATION (DTX)
INITIATIVE
1. This ALCOAST announces the launch of the Coast Guard's Digital
Transformation (DTX) Initiative, a comprehensive blueprint to
significantly modernize the Service in alignment with the FY 2025
Budget Reconciliation and the President's Maritime Action Plan.
2. The Digital Transformation Strategy defines our journey from an
analog Coast Guard to a digital Coast Guard, allowing us to quickly
Sense, Make Sense, and Act across all our mission areas. It will not
only change the way we collect and employ data across our advanced
ships, aircraft and systems. It will change the way we think, train
and equip to answer the call.
3. For too long, our mission execution has been slowed down by
analog hurdles-redundant paperwork, siloed data, and aging systems.
The DTX Strategy is our roadmap to change that. By improving the
alignment of technology to mission, we are ensuring that whether you
are on a flightline, at a sector, or on a cutter, you have the data
and tools you need to make fast, informed decisions and take action
toward your missions.
4. Putting "Minutes on Mission." Following the Strategy, you will
see Implementation Plans for application of this strategy to focus
on reducing the administrative burden that eats up your day. We are
prioritizing:
a. Streamlined Workflows: Cutting out unnecessary steps in daily
tasks.
b. Automation: Letting software handle repetitive, manual data
entry so you can focus on work that requires human judgment and
leadership.
c. Modern Tools: Providing intuitive tools that work when and
where you need them.
5. Support for the Deck Plate. You won't be expected to navigate
these changes alone. The CG-TECH Technical Readiness Transformation
(TRT) office is leading this effort. Unlike traditional top-down
rollouts, we want to drive implementation from the deck plate and
will work directly with operators at the unit level. We are
committed to delivering practical training on digital methods and
automation that solves your specific operational challenges in
real-time.
6. Early wins. How we are bringing you Digital Transformation. The
DTX Initiative isn't about strategy at HQ; we are already delivering
results. Recent successes include:
a. Modernizing Daily Tasks: Digital Seabag pilots and new
maintenance automation are actively cutting the "paperwork tax" on
MPC activities, letting you spend less time on a clipboard and more
minutes on mission.
b. Training the Next Generation: In partnership with FORCECOM, IT
Rating "A" School curriculum is undergoing a digital overhaul. Our
newest ITs will be trained in rapid application development to build
and deploy digital tools at the speed of need.
c. Data as an Operational Asset: Through Maven Smart Systems,
sectors now have a single, unified view of asset locations, unit
deployments, and key operational data that reduces watchstander
screen requirements and meaningfully improves command center
workflows.
d. Summer Operational Readiness: Ahead of an unprecedented summer
for surge operations, Coast Guard operators now have access to real-
time asset readiness tools and data to understand operational
impacts of asset deployment and maintenance decisions on mission
priorities.
e. Accelerating Shore Upgrades: Following the successful rollout
of the CG-RIPIT application, the Coast Guard has invested over $26M
to support critical infrastructure upgrades at Coast Guard units
across the country.
7. The Way Forward. Every member has a role in this transformation.
a. All Personnel: Familiarize yourself with the strategy and look
for ways digital tools can help your specific job. Let us know where
we can leverage digital tools and data to empower you and improve
your work.
b. Leaders: Identify the pain points in your workflows. Where are
we being held back by manual processes? Start looking for
opportunities to adopt the digital tools being rolled out.
8. As we begin to execute our implementation plans, you can read the

guides, training materials, and engagement information on the DTX
