1. In accordance with reference (A), this message announces the assignment
year 2027 (AY27) Reserve Component Manager (RCM) Advanced Education Panel
scheduled to convene the week of 27-31 July 2026 and provides amplifying
guidance for the application process.
2. Program Description: The RCM Advanced Education Panel offers opportunities
for high performing RCMs to pursue graduate studies in Resource Management.
The Reserve Resource Management Advanced Education Program provides graduate
study in Business Management/Finance, Ops Research/Data Analytics, or Public
Policy/Administration curriculums. Graduates receive the education necessary
to meet the challenges relating to the strategic management of the Reserve
Component, supporting Force Design 2028 initiatives. Graduates of the Reserve
Resource Management advanced education program will be placed in positions of
significant responsibility impacting Coast Guard missions, systems, and
resources at a variety of levels. Reference (B) announced the allocation of
one training allowance billet for this program to fill in AY27.
3. Eligibility: The following eligibility requirements must be met at the time
of application. Waivers will not be considered for those who do not meet the
eligibility requirements.
   a. RCMs serving in paygrades O-3 to O-4.
   b. Applicants already selected for O-5, or projected to be in zone for O-5,
      are not eligible to apply. These officers are encouraged to apply to the
      Reserve Senior Education and Fellowship Program (SEFP).
   c. RCMs tour complete in AY2027 are eligible to apply.
   d. RCMs not currently enrolled in a PG/Adv Ed program or currently serving
      in a follow-on tour for a PG/Adv Ed program.
   e. RCMs that have not previously been selected for and attended a PG/Adv Ed
      program for officers.
   f. RCMs that have a conferred baccalaureate degree at the time of the
      panel.
   g. Interested applicants with an approved retirement or separation request
      or a request in routing to RPM may not apply.
4. Application process: Applications shall be completed within the "Panel
Submissions" module in Direct Access using the directions found within this
message. Application comments must be 500 characters or less. Comments that
exceed the above character limitations will not be presented to the Panel as
Direct Access will cut off all characters after 500. Comments shall not
contain male/female indicators, personal pronouns, or first names. The
following step-by-step instructions shall be used in Direct Access for
submitting applications to the program:
   a. Log in to Direct Access: https://hcm.direct-access.uscg.mil/.
   b. Navigate to the "Member Self Service" page.
   c. Click on the "Member Career Details" tile.
   d. Click "Panel Submissions".
   e. Select "Advanced Training" from the "Panel Source" drop down menu
      and click "Go".
   f. When the search screen appears, enter the following:
      AD/Res Ind: "Active Duty"
      Bus unit: "Officer"
      Job Code: 000096
      Note: All PG/Adv Ed positions are listed under the lieutenant job code.
   g. Click "Search".
   h. Find "RCMPG" and check box under "Apply". Do not select any other
      programs.
   i. Click "Submit".
   j. Click "Edit" to input comments and submit to your Command/Endorser
      (500-character limit).
   k. Enter your Commanding Officer's EMPLID into the "Endorser" block if
      final endorser.
   l. Click "Save" to save comments and forward to the next endorser.
5. Command Endorsement: Command endorsements are restricted to 500 characters
per program and must be submitted by the applicant's commanding officer.
Comments that exceed the above character limitations will not be presented
to the Panel as Direct Access will cut off all characters after 500.
Comments shall not contain male/female indicators, personal pronouns, or
first names. The following step-by-step instructions for endorsers are
provided below:
   a. Login to Direct Access: https://hcm.direct-access.uscg.mil/.
   b. Navigate to the "Member Self Service" page.
   c. Click on the "Member Career Details" tile.
   d. Select "Assignments Endorsements".
   e. Click the "Endorsements Requested From Me" button.
   f. Change the "Submission Status" to "Pending".
   g. Click the "Populate Grid" button and select the Panel submission
      you were looking to endorse.
   h. Click "Edit" button.
   i. Click the "Recommend" or "Not Recommended" button.
   j. Commanding Officers/Endorsers MUST input comments if the applicant
      is recommended for the program (500-character limit).
   k. Select "Mark Final" if you are the final endorser. If not the final
      endorser, enter the EMPLID of the next reviewer and ensure the next
      reviewer is listed in the "Endorser" block.
   l. Click "Save". Note: The application cannot be changed by applicant
      or endorser once it is marked final.
6. Panel Application Deadline: 10 July 2026. To maintain fairness to all
applicants in this highly competitive process, there will be no exceptions
made to the published deadlines. Applicants bear the responsibility for
ensuring their application is submitted on time, complete, and in compliance
with applicable instructions and requirements. Applicants must confer with
their commands to ensure their application is submitted by the application
due date and properly endorsed.
7. Communications to the Panel: Officers desiring to submit communications to
the Panel must follow the guidelines provided in Article 3.A.4.f of reference
(C) and paragraph 10.d of reference (D). Communications shall be sent via
email as a command-endorsed, electronically-signed memo to HQS-SMB-CGPSC-RPM-
BoardsPanels@uscg.mil to arrive no later than the day before the Panel
convenes. Early submission of communications to the Panel is highly recommended
to allow adequate time for correction should a submission contain unauthorized
content. Communications are subject to the same restrictions as Officer
Evaluation Report Prohibited Comments outlined in Section 5.I of reference (C).
8. Record Review: The applicant bears the responsibility for ensuring the
following portions of their record are updated:
   a. All applicants must review their Employee Summary Sheet (ESS). The ESS
      provides a consolidated view of a member's information as it appears
      in Direct Access. The individual ESS may be accessed at the
      following website: https://cgbi.osc.uscg.mil/2.0/contentpanes/
      personal_files/summary_sheet.cfm.
   b. All officers being considered are encouraged to review their official
      Coast Guard Military Human Resource Record (CGMHRR). Only commissioned
      time in service will be evaluated by the Panel. For information on
      viewing your CGMHRR via iPERMS, please visit the CG PSC-BOPS-mr website:

   c. All officers shall review references (C) and (E) regarding OER
      guidance and policy. Questions regarding OER submissions may be sent to

9. Applicants shall ensure their contact information in Direct Access is
correct (phone, e-mail, address). Guidance on how to update your contact

10. Obligated Service: Applicants selected for the program are subject to the
obligated service requirements outlined in chapter 12 of reference (F) and
should expect to go immediately to program-related staff assignments.
Applicants must become familiar with the obligated service requirements prior
to applying.
11. Career Timing: Applicants are encouraged to consider their application
and selection to this program in the context of their overall career
strategy. RCMs who desire career counseling on advanced education
opportunities should consult with the RPM-2 Assignments staff: HQS-SMB-
