SUBJ: EIGHTY-FIFTH ANNIVERSARY OF THE COAST GUARD RESERVE
1. Today, on the 85th anniversary of the Coast Guard Reserve,
we celebrate a legacy of service. Our reservists are a strategic
advantage, providing critical skills and capacity that directly
increase the Coast Guard's strength, agility, capabilities, and
responsiveness as a fighting force.
2. In the last year, over 400 reservists mobilized to advance the
Coast Guard's mission to effectively control, secure, and defend
the U.S. borders and maritime approaches, facilitate the
uninterrupted flow of commerce, and rapidly respond to
contingencies.
     a. Specifically, reservists deployed to support border security
operations, including Operation River Wall and Operation Border
Trident, which continue to drive success in the Coast Guard's
mission to stop illegal migration and combat transnational criminal
organizations.
     b. Reservists also safeguarded our global Marine Transportation
System. Coast Guard Reserve Port Security Units partnered with the
U.S. Navy in the Indo-Pacific region to secure critical sea lanes
essential to the flow of commerce.
3. In 2025, we reaffirmed the Coast Guard Reserve's primary mandate:
contingency mobilization. To preserve this primary mandate, we
codified four Reserve mission types and two support functions:
Defense Operations, Maritime Security, Marine Environmental
Response, Emergency Management, Reserve Maintenance Assist Teams,
and Reserve Readiness. Further, we aligned training requirements
and set training priorities to enhance competency attainment. These
efforts led to a 96 percent C-school quota utilization rate and a
28 percent increase in reservists achieving critical competencies.
4. In the spring of 2025, we completed a readiness sprint to ensure
reservists' readiness to support contingency operations. This sprint
delivered a 31% improvement in overall readiness and, combined with
increased competency attainment, added over 600 members fully
prepared for short-notice contingency deployment. The success of the
readiness sprint led to the establishment of the Reserve Readiness
Program, a formal program to ensure the continued readiness of
reservists.
5. To our reservists, your service is a profound act of patriotism.
We extend our deepest gratitude to you, your families, and your
employers. Your commitment and dedication ensure the Coast Guard
