SUBJ: 2025 FLIGHT SURGEON OF THE YEAR AWARD
A. COMDT COGARD WASHINGTON DC 232030Z OCT 25/ALCOAST 439/25
1. COMDT (CG-7) is honored to announce the recipient of the
2025 Flight Surgeon of the Year Aviation Award in accordance with
REF (A). Sponsored by the Coast Guard Aviation Association, this
award recognizes the Flight Surgeon who best demonstrates
commitment and service to aeromedical medicine and operational
support of Coast Guard Aviation.
2. The 2025 Flight Surgeon of the Year Award is presented to
CAPT Khalid A. Jaboori, who has exemplified profound leadership,
exceptional clinical expertise, and unwavering dedication to
aviation medicine.
3. As Senior Flight Surgeon and Medical Executive for the Northwest
and Arctic Districts, CAPT Jaboori skillfully managed medical
coverage across three Air Stations, ensuring continuity of flight
surgeon support during several provider vacancies. He led a team of
three physicians, three physician assistants, ten independent duty
health specialists, and over fifty corpsmen, sustaining
uninterrupted mission readiness throughout the Pacific Northwest
and Alaska. During an unprecedented shortage of flight surgeons,
CAPT Jaboori selflessly volunteered for critical temporary duty
assignments at Air Stations Detroit, Cape Cod, and Juneau, where he
served as the sole provider for a combined empanelment of 2,457
patients. Unit commanders consistently praised his competence and
tireless efforts following each assignment. His ability to rapidly
integrate into diverse clinical environments ensured continuity of
care and operational readiness across the Coast Guard aviation
enterprise.
4. As a Duty Flight Surgeon, CAPT Jaboori stood watch one week
every three weeks, providing on-call medical recommendations and
case support for SAR operations throughout Oregon, Washington,
Alaska, and adjacent international waters, supporting both air and
surface assets. He expertly managed over 120 urgent medical calls
annually, ensuring swift, informed decisions that safeguarded crew
safety and mission execution.
5. Demonstrating innovation and foresight, CAPT Jaboori expanded
aerophysiological and behavioral health services, enabling timely
flight fitness determinations and reducing operational downtime for
pilots and crew. He strengthened critical partnerships with Olympic
Medical Center, Sequim Counseling, and Madigan Army Medical Center,
facilitating expedited specialty and behavioral health referrals
for high-risk cases. His direct coordination with Madigan physicians
routinely ensured same-day placement for emergent behavioral health
admissions, providing an unprecedented level of interagency
collaboration in the region. As a trusted command advisor, he
advocated for routine mental health support, significantly reducing
associated stigma across the aviation community.
6. Committed to continuous professional development, CAPT Jaboori
actively advances both his own expertise and that of his peers. He
serves on the Board of Directors for the Uniformed Services Academy
of Family Physicians as Secretary-Treasurer, representing the Coast
Guard at the national level. He has been a featured Coast Guard
representative at multiple military and aerospace medical
conferences, advancing Service visibility and collaboration.
CAPT Jaboori also mentors Public Health Service officers on career
progression and promotion requirements, demonstrating exceptional
dedication to the next generation of uniformed medical leaders.
7. Through his innovation, exceptional leadership, and clinical
excellence, CAPT Khalid A. Jaboori has profoundly strengthened
the health, readiness, and resilience of Coast Guard aviation
personnel nationwide. His professionalism, fortitude, and devotion
to service reflect the highest traditions of Coast Guard medicine
and aviation, making him eminently deserving of this esteemed
recognition. His dedication and impact make him a fitting recipient
for the Flight Surgeon of the Year, and his selection is a
testament to his commitment to the health and mission success of
Coast Guard aviators and operational crews across the fleet.
8. I extend my personal congratulations to the award winner.
Through your actions, you have demonstrated the highest levels of
