SUBJ: ACCELERATING COAST GUARD INCIDENT COMMAND AND DECISION
ADVANTAGE
1. Through Force Design 2028 (FD28), the Coast Guard is
accelerating the modernization of mission-critical command, control,
and response coordination capabilities to improve operational
outcomes across the full spectrum of emergency management and
incident response missions. As part of this effort, the Office of
Emergency Management and Disaster Response (CG-OEM) is leading the
implementation of the Service's next-generation Incident Action Plan
(IAP) and incident coordination platform to transform how the Coast
Guard plans and manages complex incidents.
2. COMDT (CG-OEM), as the program sponsor, worked closely with
operational units, mission stakeholders, and FD28 staff to identify
a system that directly supports real-world incident management
requirements across all hazards and operational environments.
PRATUS, by DisasterTech, provides a customizable commercial solution
for the Services emergency management needs through a unified
incident management workspace that enables planning and coordination
within a secure environment. Built within the Microsoft 365
ecosystem and leveraging Microsoft Teams and Azure Government,
PRATUS supports scalable, cloud-based collaboration and information
sharing for Coast Guard personnel and approved partners.
3. PRATUS enhances situational awareness and decision
advantage by integrating incident data, geospatial visualization,
planning products, and operational coordination tools. Core
capabilities include:
    a. Rapid development and management of Incident Action Plans
    b. Role-based incident workspaces aligned to ICS functions
    c. Integrated situational awareness displays with GIS mapping
    d. Secure collaboration across organizational and jurisdictional
boundaries.
    e. Support for planning, operations, training, and after-action
reviews.
4. By standardizing how incident information is organized and
shared, PRATUS reduces administrative burden, improves
interoperability with partners, and enables the Coast Guard to scale
rapidly from routine operations to national-level responses. These
outcomes directly support FD28 objectives by
increasing decision speed, enhancing data integration, and
strengthens operational effectiveness across all hazards and
mission sets.
5. PRATUS is being fielded through a phased, operator-informed
implementation approach. Initial Operational Capability (IOC) will
support major national events, including FIFA World Cup 2026, while
establishing a disciplined pathway to Full Operating Capability
(FOC). Until PRATUS reaches FOC, units may continue to use existing
processes for IAP development and incident management.
6. COMDT (CG-OEM) will continuously refine PRATUS based on input
from operational commanders and emergency managers to ensure
alignment with operational realities and Coast Guard doctrine.
Active exploration of PRATUS features and structured user feedback
are essential to its success.
7. Additional capabilities and system integrations will be
prioritized through future development cycles informed by
operational demand and FD28 priorities. Units and program offices
interested in data integration should coordinate with COMDT (CG-OEM)
to continue to advance the Service's ability to respond rapidly,
coordinate effectively, and make informed decisions-consistent with
the vision and execution of FD28.
