SUBJ: 2025 ANNUAL HUMAN RESOURCE MANAGEMENT (HRM) ACHIEVEMENT
AWARDS SOLICITATION
A. Recognition Programs, COMDTINST 1650.26B
1. In accordance with REF (A), this message solicits nominations
for the,
     a. Annual USCG HRM Awards,
     b. Renaming of the HRM Awards,
     c. HRM Panel Members.
2. This award program provides recognition for remarkable human
resource management achievements by Coast Guard personnel.
Nominations for awards shall highlight outstanding leadership in
delivering exceptional care, service, problem solving, and
innovative approaches to human resources management that have
significantly enhanced our total workforce experience and
effectiveness.
3. There are five individual award categories and two team
categories for the USCG HRM Achievement Awards:
     a. Active Duty Officers (Commissioned Officer/Chief Warrant
Officer),
     b. Civilian Employees (General Schedule/Federal Wage Schedule),
     c. Non-appropriated fund (NAF) employees,
     d. Active Duty Enlisted Personnel,
     e. Reserve Personnel (Officer/Enlisted), and
     f. Teams consisting of 4 to 20 personnel, Headquarters and Pay
Personnel Center (PPC).
     g. Teams consisting of 4 to 20 personnel, from units not included
in Block 3.f.
4. The period of eligibility for the 2025 HRM Awards is
01 January 2025 through 31 December 2025. Commands may nominate
as many individuals or teams as desired in each category. Any
Coast Guard employee may be nominated for a USCG HRM Achievement
award for actions during the period of eligibility. It is not
necessary for the nominee to be assigned to a human resource
management position (i.e. XPO, XO, Division/Department Head,
Hiring Official, etc. are eligible). Nominations for these awards
do not preclude nominees from receiving other awards, such as a
personal award, military award, or cash/time off award for the
same action.
5. Submission instructions, specific categories, and other details
for HRM Achievement Awards are found in REF (A). Submit nominations
using Form CG-5374 available on:

The proposed citation box must not exceed 14 lines of Times New
Roman text 12-point font. The second page of the Recommendation
for Award for Excellence/Certificate of Recognition, Form CG-5374,
should be used to write the award explanation.
6. Nominations must be submitted electronically by email to
SMB-COMDT-CG-WMR-1-HRM-AWARDS@uscg.mil. Ensure that files are saved
in the following format: Rank.Last Name. HRM Award 2025.PDF. Hard
copies of nomination submissions will not be accepted. All
nominations must be received by COMDT (WMR-1) prior to 1600 EST
on 02 February 2026 to be considered by the awards panel. Team award
submissions shall be a PDF that includes a list of team members,
identifying the team leader and each team member citing first name,
middle initial, last name, position, title, rank, unit address and
unit phone/fax number.
7. WMR-1 is soliciting for nominations to rename the HRM Award.
This proposed change reflects an effort to honor the award's title
and ensure it accurately represents the evolving scope and impact of
human resource management within the Coast Guard. Commands must
submit nominations for renaming the award provided that the proposed
member is deceased and the member's leadership and honorable service
resulted in significant contributions to Coast Guard HR capacities.
It is not necessary for the nominee to have been assigned to a
human resource management position (i.e. XPO, XO, Division/
Department Head, Hiring Official, etc. are eligible) for
consideration in renaming the award. Award renaming nominations
shall consist of a memorandum, no more than two pages in length,
endorsed by the first O6/GS15 in unit's chain of command.
8. Award renaming nominations must be submitted electronically by
email to SMB-COMDT-CG-WMR-1-HRM-AWARDS@uscg.mil. Ensure that files
are saved in the following format:
LastName.FirstName.HRM Renaming Award 2026.PDF. Hard copies of
nomination submissions will not be accepted. All nominations must
be received by COMDT (WMR-1) prior to 1600 EST on 02 February 2026
to be considered by the awards panel.
9. WMR-1 will convene a panel in February 2026 to review nominations
for the renaming of the HRM award and for the recommended 2025 HRM
awardees. We highly encourage members from the human resource
management community who wish to be considered for membership on the
selection panel to send their request to the POC listed in
paragraph 8 NLT 17 January 2026.
