D. How Do I Use the Property Inventory Electronic Reporting
System (PIERS)
1. IAW REFs (A), (B), and (C), CG Units are directed to conduct a
Wall-to-Wall Physical Inventory of Coast Guard assets during the
period of 01 JAN 2026 ‐ 31 MAR 2026.
2. Units are required to adhere to the Wall-to-Wall Physical
Inventory of CG Assets procedures IAW REFs (C) and (D).
3. Responsibilities:
a. Commanding Officers, Officers‐in‐Charge, and Supervisors are
tasked with ensuring personnel performing the inventory are
following all applicable policies and procedures when completing
the Wall-to-Wall Physical Inventory of CG Assets.
b. Accountable Property Officers (APO) are responsible for
reviewing the inventory direction and procedures detailed in
REFs (C) and (D). These references can be accessed at the Coast
Guard Common Core (CGCC), Property Management Tools and Resources
site at:

c. It is the responsibility of the Regional Property Support
Officer (RPSO) to ensure that the CGCC APO Designation Tracker is
updated accordingly.
d. For non‐BPR units, if an individual is no longer serving as
the APO at their unit, they are required to notify the following
inbox via e‐mail: FIN‐SMB‐CG‐PHY‐INV@uscg.mil.
4. Timeline for the Wall-to-Wall Physical Inventory of Coast Guard
Assets:
a. Commanding Officers, Officers‐in‐Charge, Supervisors, RPSOs,
and APOs are directed to review the Wall-to-Wall Physical Inventory
of Coast Guard Asset procedures outlined in REFs (C) and (D).
All related materials are available as of 01 DEC 2025 on the CGCC
Property Management Tools and Resources site page.
b. 01 JAN 2026 ‐ 31 MAR 2026: During this period, designated
units are instructed to execute the Wall-to-Wall Physical Inventory
of Coast Guard Asset. All designated units are required to submit
their Wall-to-Wall Physical Inventory of Coast Guard Asset packages
within PIERS NLT COB on 31 MAR 2026.
5. Central source of information: The central repository related to
the Wall-to-Wall Physical Inventory of Coast Guard Asset is the CGCC
Property Management Tools and Resources site at:

a. The CGCC Property Management Tools and Resources site will
remain the authoritative resource for all Wall-to-Wall Physical
Inventory of CG Assets requirements. The site contains comprehensive
procedures, job aids, and training materials. To ensure optimal
functionality, users are advised to access the portal through either
the Microsoft Edge or Google Chrome web browser.
6. Communicating questions and issues: For inquiries or to report
issues concerning the Wall-To-Wall Physical Inventory of CG Assets,
send an e‐mail to FIN‐SMB‐CG‐PHY‐INV@uscg.mil. This account will be
actively monitored throughout the process. To facilitate prompt
handling, ensure the inclusion of the "OPFAC numbers" in the subject
line of your e‐mail. Units and RPSOs should direct any Real Property
questions to their respective Real Property Accountability
Specialist (RPAS) representative.
7. Underway and deployed units: Underway and deployed units are
required to submit inventory packages. Extensions may be granted on
a case‐by‐case basis. Requests for an extension should be sent
promptly to FIN‐SMB‐CG‐PHY‐INV@uscg.mil and will ensure Financial
Service Center (FSC) Property Management Service Line (PMSL) is
notified as soon as possible to allow adequate planning.
8. BPR Units: Units under BPR, supported by a RPSO, must adhere to
the supplemental directions and timelines provided by their RPSO to
ensure compliance with the 31 MAR 2026 submission deadline.
9. A Wall-to-Wall Physical Inventory of CG Assets Corrective Action
Plan is required to be submitted to FIN‐SMB‐CG‐PHY‐INV@uscg.mil NTL
15 APR 2026 IAW REF (C) for units who fail to complete the inventory
or obtain an extension by 31 MAR 2026.
10. In addition to the Wall-To-Wall Physical Inventory of CG Assets,
units with assets having a remaining Net Book Value (NBV) of 200K or
more on 01 MAR 2026 will also be required to participate in the
CFO Reconciliation of Coast Guard Property. Further information
regarding the CFO Reconciliation of Coast Guard Property can be
found at the CGCC Property Management Tools and Resources site page
in paragraph 5 above.
11. The FSC is obligated to report the service's compliance status
to DHS at the conclusion of the fiscal year. Completing this
inventory may also fulfill the requirements to perform the task
during changes of commands, watches, or any other property
collateral position transitions.
