SUBJ: DEPLOYMENT OF GOVERNMENT DEVELOPED GENERATIVE ARTIFICIAL
INTELLIGENCE TOOLS AND ASSOCIATED RULES OF BEHAVIOR
A. Executive Office of the President, America's AI Action Plan,
July 2025
B. Department of War (DoW) Memorandum, Harness Artificial
Intelligence Now with GenAI, Dec 9, 2025
C. USCG Rules of Behavior for Generative Artificial Intelligence
(GenAI) Tools, Dec 9, 2025
1. Secretary of War, Pete Hegseth, announced GenAI.mil, a secure AI
platform now available for all Coast Guard personnel. GenAI.mil
improves document work, research, and enables efficient workflows
and experimentation, fostering AI-driven mission accomplishment.
This tool brings the latest available commercial model to the
arsenal of government approved GenAI tools including DHSChat,
NIPRGPT, and CamoGPT to boost our AI capabilities.
2. The deployment of GenAI.mil and other Government Developed GenAI
tools represents a transformative milestone for the Coast Guard,
establishing a robust framework to unlock the full potential of
GenAI in support of our mission. By embracing these transformational
capabilities, we are poised to drive innovation, strengthen
operational effectiveness, and empower every member of our team.
The Coast Guard is committed to the responsible and impactful
integration of AI technologies, and we urge all personnel to
leverage these tools as a vital component of their contributions to
our mission and service to the nation.
3. In addition to GenAI.mil, the Chief of Data and AI Officer (CDAO)
has approved Copilot Chat for use by all Coast Guard personnel on
desktop and government mobile devices. Copilot Chat is a powerful
GenAI assistant integrated directly into Microsoft Teams. This tool
can save you time and improve the quality of your work by
summarizing long documents, email threads, or meeting transcripts;
drafting routine correspondence, reports, or award citations;
brainstorming ideas for projects, presentations, or operational
plans; answering complex questions and more. In addition, your chat
history will be saved, allowing you to easily reference previous
conversations.
4. The recently released Rules of Behavior (ROB) are your roadmap
for the confident use of all approved GenAI. All CG users are
expected to understand the Rules of Behavior and are expected to use
GenAI tools responsibly and ethically in accordance with the ROB. In
addition, those users that hold professional licenses or
certificates shall ensure their use of GenAI tools complies with all
applicable rules, standards, and ethical requirements established by
licensing and certifying bodies. The ROB can be accessed at:

5. Use of AI within the established guardrails can augment the time
and expertise of our workforce, allowing efficient delivery of
complex information. To get started on this exciting path, DHS
requires all CG users (military, civilian, and contractors) to read
the ROB for Gen AI in its entirety and complete the mandatory
prerequisite training: "Privacy at DHS: Protecting Personal
Information" and "Cybersecurity Awareness" available on CG Online
World of Learning (OWL). This will provide the foundation to operate
effectively and securely.
6. The Office of Data & AI (CG-TECH-3) is the Coast Guard authority
on AI. Questions can be directed to CG-TECH-3-AI
(SMB-COMDT-AI-ODA@uscg.mil). For the most up-to-date information on
the available tools and proper use requirements, please visit the

8. Mr. Brian D. Campo, Chief of Data and AI Officer (CDAO), Director
of Technology Readiness (CG-TECH), and RADM John Hickey, Assistant
Commandant and PEO for C5I (CG-C5I), send.
