1. This message announces the results of the PY26 RCM Provisional Designation
Board that was previously announced in reference (A).
2. The Commandant has approved the report of the Board, which convened on
28 October 2025. The following officers are approved for designation as
provisional RCMs. Primary selectees are listed in alphabetical order by last
name. Alternate selectees are listed in order of preference.

3. The names of selectees requiring appointment as a Reserve commissioned
officer or appointment in a temporary lieutenant grade have been forwarded
to the Secretary as required by references (B) and (C).
4. Upon acceptance, chief warrant officers (CWOs) selected for designation
as provisional RCMs will be appointed under the authority of reference (B)
as temporary Reserve lieutenants with an RCM designation. To accomplish this,
regular CWO selectees will first be required to accept an appointment to a
Reserve Chief Warrant Officer grade under reference (C).
5. Selectees will be contacted by LCDR David Holden, Branch Chief of
CG PSC-RPM-2, to coordinate provisional RCM assignment opportunities.
Selectees who no longer desire an RCM Designation must notify LCDR David
Holden at David.W.Holden@uscg.mil no later than 16 January 2026.
6. Staff from CG PSC-RPM-1 and CG PSC-RPM-3 will complete the administrative
process and contact selectees, as necessary.
7. As per reference (A), officers designated as provisional RCMs are
offered three-year Extended Active Duty (EAD) contracts and can expect
assignment to a training/developmental billet. After two years of active
duty, provisional RCMs are considered for permanent RCM status via a board
convened by CG PSC-RPM. An RCM who acquires permanent status receives
indefinite EAD orders and serves on active duty until separation
or retirement. Selected provisional RCMs will execute EAD contracts on or
around 1 May and can expect to PCS to their first RCM assignment 1 May
through 1 September 2026, based upon Service needs.
