SUBJ: ESTABLISHMENT OF THE COAST GUARD EXECUTIVE SECRETARIAT

1. In alignment with REF (A), the U.S. Coast Guard is implementing
a targeted organizational restructuring at Headquarters to enhance
efficiency, streamline decision-making, and optimize support for
senior leadership, ensuring the Service remains agile, capable and
mission-ready. Effective Wednesday, December 3, 2025, the Executive
Secretariat will transition from the Office of the Commandant and
reconstitute as the Coast Guard Executive Secretariat (CG-ES),
reporting directly to the Chief of Staff (CG-CoS).
2. The enhanced CG-ES will improve operational efficiency,
strengthen coordination across Headquarters and field commands,
enhance accountability, and facilitate seamless information flow.
This transformation aligns with the Secretary's Force Design 2028
(FD28) directives to modernize the Coast Guard into a more
responsive and effective fighting force and supports the CoS's
efforts to drive alignment across headquarters to enhance
operational and tactical execution by expediting and streamlining
strategic decision-making.
3. The CG-ES will adapt to evolving workflows, collaborating with
augmented or newly developed Executive Secretariats across the
Deputy Commandant and Chief Counsel enterprises to ensure seamless
coordination and execution. Fundamental CG-ES functions include:
a. Facilitating internal and external communication and tasking,
including clearance of final reports and deliverables.
b. Leading and managing Presidential Directive implementation.
c. Overseeing and executing the Strategic Decision-Making
process.
d. Supporting and coordinating the Coast Guard Investment
Council.
4. This organizational transformation, facilitated by the Office of
the Chief of Staff, represents a revolutionary change for the Coast
Guard. By expediting strategic decision-making and enhancing
operational and tactical execution, the Coast Guard is advancing
its commitment to excellence, innovation, and mission readiness.
