1. PURPOSE. Per REFs (A) and (B), USCG FD28 reinforced that the
primary purpose of the Reserve Component (RC), as defined by both
law and policy, is contingency mobilization. A trained and ready
Coast Guard Reserve is essential to the ability of our Service to
carry out critical missions. To support USCG FD28 key enabler P-3.2
of REF (A), this ALCOAST introduces a tiered request and approval
process for FY26 non-contingency short-term Active Duty for
Operational Support - Active Component (NC-ST-ADOS-AC) orders.
2. BACKGROUND. Per REFs (C) and (D), ADOS is duty that provides
necessary skilled manpower to temporarily support existing or
emerging requirements. ADOS may be performed in situations that
require special skills that cannot be satisfied by onboard resources
or when necessary to meet temporary, peak-workload, new, or one-time
surge requirements. When additional personnel or specific skills are
needed to meet mission requirements, Selected Reserve (SELRES)
volunteers possessing required skills may be requested, but such
requests must be balanced with the need for reservists to attain
their position-assigned competencies required for contingency
mobilization.
     a. In FY25, over $150M from the Operations and Support
appropriation was expended on the pay and allowances of reservists
serving on NC-ST-ADOS-AC orders. On average over the past two FYs,
there were over 300 SELRES members on short-term ADOS at any given
point, representing more than five percent of the SELRES workforce.
However, less than nine percent of reservists on NC-ST-ADOS-AC
orders were performing duties directly related to their SELRES
position-assigned competencies required for contingency
mobilization. Not maintaining required competencies and currency has
a direct impact on the ability of the Coast Guard Reserve to meet
the contingency mission requirements of our operational commanders.
     b. REF (E) emphasizes current policy and provides direction
prioritizing and supporting SELRES attainment and maintenance of
position-assigned competencies. In alignment with REF (E), a
reservist is considered fully mission capable when mobilization
readiness requirements detailed in REF (F) are met and
position-assigned competencies are attained. IAW REF (E), this
message aligns active-duty opportunities to further achieve and
maintain position-assigned competencies while recognizing and
allowing for temporary, unique operational needs.
3. FY26 PROCESS. Effective immediately for all FY26 NC-ST-ADOS-AC
orders, prior to a reservist starting NC-ST-ADOS-AC orders the
orders issuing authority (DXR, PAC-13, or LOGCOM-1, as appropriate)
must review and approve each request based on the following criteria
and list the applicable Tier in the Project Code box on the
Funding Tab of the Reserve order:
     a. Tier 1: The reservist has completed all readiness requirements
IAW REFs (D) and (F) and has attained his/her SELRES position-
assigned competency. The NC-ST-ADOS-AC orders directly relates to
the reservist's SELRES position-assigned competency. Tier 1 orders
may be issued without elevated approval.
     b. Tier 2: The reservist has completed all readiness requirements
IAW REFs (D) and (F) but has not yet completed all required training
for his/her SELRES position-assigned competency. The NC-ST-ADOS-AC
orders directly assist with attaining the reservist's SELRES
position-assigned competency. Tier 2 orders may be issued with
District (dxr)/PAC-13/LOGCOM-1 approval with validation of alignment
to position-assigned competency and/or sponsoring unit or program
justification.
     c. Tier 3: The reservist has completed all readiness requirements
IAW REFs (D) and (F). The reservist may or may not have attained
their SELRES position assigned competency. The NC-ST-ADOS-AC orders
do not directly assist with attaining/maintaining the reservist's
SELRES position-assigned competency. Tier 3 orders may be issued
with District (dxr)/PAC-13/LOGCOM-1 approval after sponsoring unit
or program justification. Tier 3 requests disapproved by
District(dxr)/PAC-13/LOGCOM-1 may be appealed to AREA-1/LOGCOM-1,
with the appeal authority being the AREA-1/LOGCOM-1 O-6.
4. In accordance with REF (D), short-term ADOS is TDY and must not
exceed 180 total consecutive days whether as a single set of orders
or multiple sets of orders. Multiple sets of consecutive short-term
non-contingency ADOS orders, totaling 181 days or more, require a
31-day break in service or a back-to-back waiver approved by
COMDT (CG-WMM-22).
     a. Requests for back-to-back Short-Term ADOS orders exceeding
180 consecutive days at one location (i.e., filling the same
position at the same unit) must be submitted to COMDT (CG-WMM-22),
Travel and Transportation Policy. IAW section 030302 of REF (G),
such requests may be authorized under unusual or emergency
circumstances, contingency operations, or service exigencies.
The requesting command must indicate what efforts were unsuccessful
in securing a long-term ADOS solution for the position before
submitting the request for a back-to-back Short-Term ADOS waiver.
All waiver requests must be submitted in alignment with this
CG-WMM-22 process guide:

     b. Members performing back-to-back short-term ADOS that are
within the local commuting distance to the duty location and are
not authorized TDY travel entitlements do not require a 31-day
break and/or back-to-back waiver. Additionally, back-to-back
long-term to short-term, or short-term to long-term ADOS does
not require a 31-day break or a back-to-back waiver.
     c. Reservists approved for consecutive short-term ADOS orders
totaling 181 days or more will be required to vacate their
Selected Reserve (SELRES) position unless a waiver is granted by
Commander (CG PSC-RPM).
