SUBJ: 2025 OLIVER F. BERRY AVIATION MAINTENANCE AWARD RECIPIENT
1. COMDT (CG-AIR-E) is honored to announce the recipient of the
annual Chief Oliver F. Berry Aviation Maintenance Award. This
annual award, presented by the Assistant Commandant for Air and
sponsored by the Coast Guard Aviation Association (CGAA),
recognizes a Coast Guard enlisted aircraft maintenance technician
who demonstrated exceptional performance and enhanced the overall
quality of Coast Guard aviation maintenance.
2. AMT1 Casey M. Silva of Air Station Sacramento has been selected
as the recipient of the 2025 Chief Oliver F. Berry Aviation
Maintenance Award. Demonstrating an unmatched commitment to
maintenance excellence, exceptional leadership, and superb technical
expertise, he played a lead role in Air Station Sacramento's and
the Coast Guard's C-27 program success.
a. AMT1 Silva is a consummate professional who personifies the
spirit of this award. A proven master of craft, AMT1 Silva easily
managed the oversight of the C-27J Propulsion Shop, leading
17 members, while simultaneously serving as an enlisted C-27J Flight
Examiner. With the shop Chief retiring, AMT1 Silva eagerly stepped
into the leadership role, a position typically reserved for senior
Petty Officers or Warrant Officers. Holding Collateral QA, Low Power
Engine Run, and Watch Captain designations, AMT1 Silva quickly
earned the trust of his leadership and crew alike. Empowering his
workforce, AMT1 Silva harmonized the efforts of his team,
capitalizing on their individual strengths, enabling more efficient
maintenance execution.
b. Dedicated to continuous improvement, AMT1 Silva spearheaded
numerous complex technical evolutions, including over 15 maintenance
ground runs. He supervised the completion of over 1,500 maintenance
labor hours and executed QA responsibilities, ensuring swift
airworthiness. Furthermore, his contributions to the C-27J program
included authoring seven technical requests and three CG-22s, with
one of his techniques being implemented fleetwide.
c. A consummate aviation professional, AMT1 Silva achieved
designation as a C-27J Aircrew Examiner, Drop Master, and Basic
Aircrew. In an exemplary display of servant leadership and aviation
prowess, he assisted in the qualification of 11 new C-27J aircrew
members and proctored 9 additional training flights to ensure
proficiency and confidence to the maximum extent. Displaying
unparalleled professionalism and devotion to duty while responding
to a SAR case off the coast of San Diego, he expertly navigated
around a hung drop chute to perform drops of an ADS Radio Can, an
SLDMB, and another ADS Supply Can with food and water to a disabled
vessel, saving 22 adults, 2 children, and 1 infant.
d. AMT1 Silva's exceptional leadership, sustained extraordinary
performance, and drive for professional excellence embody the
attributes of Chief Oliver Berry.
3. I extend my personal congratulations to AMT1 Casey Silva who was
selected from a group of dedicated, skilled professionals from
across the Coast Guard, making selection of one recipient very
difficult. I continue to be impressed by the character and
dedication of our aviation workforce, and as such want to recognize
