SUBJ: DECOMMISSIONING THE TRAINING MANAGEMENT TOOL (TMT) - SITREP 1

1. BLUF. Per REF (A), the Coast Guard's Training Management Tool
(TMT) will be decommissioned on 10 November 2025 and will be
replaced by the Competency & Operational Baseline Readiness
Application (COBRA). COBRA's formal phased rollout begins with
Command Centers upon the release of this message, with
enterprise-wide deployment planned for completion by 01 July 2026.
In the interim, units must continue to manage training requirements
manually and prepare for COBRA's enterprise implementation.
2. Background. As outlined in REF (A), units were instructed to
export their TMT data locally to support manual tracking during the
transition. The Coast Guard's Rapid Prototyping Team (RAPTOR), in
conjunction with C5I Service Center (C5ISC), is leading the
development and agile rollout of COBRA, with Initial Operating
Capability (IOC) now available to Command Centers. Full operational
capability (FOC), including all training modules, is scheduled for
service-wide deployment by 01 July 2026.
3. Impacts. Except for Command Centers, units must continue to rely
on locally exported TMT data and manual methods to track and
document all training requirements until COBRA is fully deployed.
    a. Command Centers. IOC functionality is limited to tracking
Command Center-specific qualifications. Additional competency
tracking modules will be introduced as COBRA evolves, with the
RAPTOR Transition Team and C5ISC actively providing guidance and
support.
    b. All units. To support integration within COBRA, TMT data was
migrated into Surveyor, the Coast Guard's Integrated Data
Environment (IDE). This data will remain inaccessible until COBRA
is FOC, contingent upon any unforeseen migration issues.
    c. Units that did not export their TMT data will not have access
to their training record history.
4. Actions. Maintaining operational readiness to support Coast Guard
missions is everyone's responsibility. Until COBRA is fully
deployed, all personnel must take responsibility for tracking their
training and competency requirements and working closely with their
unit training officers to ensure readiness is upheld and accurately
documented. Specific actions for training officers:
    a. Ensure all unit personnel are current in their job-specific
training requirements.
    b. Follow all official guidance promptly, including specific
instructions provided by Program Offices, the RAPTOR Transition
Team, or unit leadership as applicable.
    c. Combine locally exported data as outlined in REF (A) and
develop appropriate manual methods to manage training records until
COBRA is available. If TMT data was not exported, verify that all
personnel are current in their job-related training requirements,
taking all necessary steps to ensure compliance.
    d. Prepare to update training records in COBRA once FOC is
achieved.
5. Further details regarding COBRA rollout, training tools, and
timelines will be disseminated through the appropriate communication
channels as soon as available.
