1. In accordance with reference (A), the RCM Provisional Designation Board
will convene on 27 October 2025 to consider officers for designation as
provisional RCMs.
2. Outline of the RCM program: RCMs can expect a career organizing,
administering, recruiting, instructing, and training the Reserve Component
to meet present and future Coast Guard mission requirements.
   a. The RCM Corps consists of Reserve officers serving in full-time support
      positions at Port Security Units, Sectors, Districts, Operational Logistics
      Command (LOGCOM), Areas, and HQ units. RCMs may also perform tours in other
      related specialties that broaden their professional expertise.
   b. RCMs are considered separately for promotion during the same promotion
      year and promoted the same day as their Active Duty Promotion List (ADPL)
      running mates. Officers do not lose their precedence transitioning from
      the ADPL or Inactive Duty Promotion List (IDPL) to the RCM promotion list.
   c. RCMs are eligible to apply for full-time post-graduate school in
      Business, Management, Finance, Public Policy, or other curriculums
      relating to reserve management.
3. Those officers designated as provisional RCMs are offered a three-year
Extended Active Duty (EAD) contract and can expect assignment to a
training/developmental billet. After two years of active duty, provisional
RCMs are considered for permanent RCM status via a board convened by
CG PSC-RPM. An RCM who acquires permanent status receives indefinite
active-duty orders and serves on active duty until separation or retirement.
4. Service requirements: In accordance with references (B) and (C), applicants
must meet the following eligibility requirements at the beginning of the
promotion year (1 July) in which they are competing for designation:
   a. Any Reserve or Regular commissioned Ensign with at least 12
      months time in grade.
   b. Any Reserve or Regular commissioned Lieutenant (junior grade).
   c. Any Reserve or Regular commissioned Lieutenant with no more than
      two years in grade.
   d. Any Reserve or Regular PERS or F&S Warrant Officer in the grade of W-4,
      W-3, or W-2 who will be considered by the W-3 selection board in the same
      promotion year. Warrant Officers must have less than 26 years time
      in service.
5. Waivers for Warrant Specialty: In accordance with reference (B), warrant
officers serving in specialties other than PERS or F&S may submit an
application for an RCM provisional designation following the same application
process outlined in paragraph six of this message; no additional waiver
request is needed. Applications from warrant officers outside the PERS and
F&S specialties may be considered on a case-by-case basis. Per reference (B),
waivers for the ensign time-in-grade requirement or the W-3 selection board
requirement will not be considered.
6. Application process: Those applying for an RCM designation must complete
the application requirements listed below in paragraphs 6.a-c no later than
17 October 2025:
   a. RCM Application: Applicants shall apply using the "PY26 RCM Provisional
      Designation Application" template located on the CG PSC-RPM-1 Boards and
      Panels SharePoint site: https://uscg.sharepoint-mil.us/sites/psc_spo/

   b. Command Endorsement: Command Endorsements, via standard new page
      endorsement format, are required and shall address the applicant's ability
      to lead the Coast Guard Reserve Component, their readiness, and support
      the unit's Reserve and Active Duty Components. Only endorsements from the
      immediate command are authorized. Additional letters of recommendation or
      endorsements will not be considered and, if submitted, will be returned
      without action.
   c. RCM Application with endorsement shall be sent via email to:
      HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil with the subject line
      "RCM APPLICATION".
7. Applicants are encouraged to review their official Coast Guard Military
Human Resource Record (CGMHRR). To review your CGMHRR via iPERMS, visit the

8. Applicants must ensure their DA contact information, including personal

9. Schedule:
   a. 17 October 2025: Submission deadline for applications with command
      endorsement.
   b. 27 October 2025: RCM Designation Board convenes.
   c. Selected provisional RCMs will execute EAD contracts on 1 May and
      can expect to PCS to their first RCM assignment 1 May through 1 September
      2026, based upon Service needs.
10. All Commanding Officers and Senior Reserve Officers shall ensure widest
dissemination of this message to all officers within their AOR.
