1. This ALCOAST announces an update to the Reserve Component
Manager (RCM) opportunity of selection calculation, permanency board
criteria, and provisional RCM eligibility.
2. Opportunity of Selection (OOS) Calculation. In accordance with
REF (A), the total number of Reserve Component Managers (RCMs) will
be maintained at 1.1 times the number of RCM coded billets, rounding
to the nearest whole number. For PY 2026, Article 3.A.6.e. of
REF (B) remains as is. For PY 2027, Article 3.A.6.e. of REF (B) is
amended as follows: "When feasible, a best-qualified selection
process shall be used to promote RCMs to the next higher grade.
The computed OOS for each grade, lieutenant and above, for each
RCM paygrade, must be as close as practicable to the Active-Duty
Promotion List (ADPL) PY actual combined OOS, regardless of the
number of RCM promotion zone candidates (above-zone and/or in-zone).
The ADPL actual combined OOS for each paygrade is the number of
ADPL officers to be selected for promotion, divided by the total
number of candidates expected to be considered by the promotion
selection board (both above-zone and in-zone)."
3. RCM Permanency Board. For PY2026, RCMs will be reviewed for
permanency on a fully qualified basis using the fully qualified
criteria outlined for RCM promotion selection boards in
Article 6.B.3.f.(2) of REF (B).
4. Provisional RCM Eligibility. For PY 2026, Article 7.D.1.c. of
REF (B) is amended to read: "Any Reserve or Regular commissioned
lieutenant with two or fewer years in grade, calculated at the
beginning of the promotion year in which they are competing."
5. The RCM Program Manager will send additional information
regarding the above changes to all RCMs SEPCOR.
6. POCs.
