H. FY26 Active Duty for Training Management Guide
1. PURPOSE: The Coast Guard Reserve Component is a contingency
response asset, enabling the Coast Guard to meet its mission
objectives when called upon to control, secure and defend the
border, maintain the maritime transportation system, and respond to
a wide variety of crises such as natural disasters. In alignment
with the strategic imperative directed by USCG Force Design 2028
(FD28) REF (A), to ensure the Reserve Force is trained and prepared
for contingency mobilization; this message provides detailed
guidance for the scheduling and issuance of reserve Active Duty for
Training (ADT) orders. These efforts directly support FD28
objectives and are applicable for FY26 (01 October 2025 to
30 September 2026). ADT orders include Initial Active Duty for
Training (IADT), Active Duty for Training - Annual Training
(ADT-AT), and Active Duty for Training - Other Training Duty
(ADT-OTD).
2. RESPONSIBILITIES: Selected Reserve (SELRES) members, commands,
Reserve Forces Readiness System (RFRS) staffs, and Reserve Training
(RT) funds managers shall carefully review and adhere to the
requirements outlined in REFs (A) through (H). REF (H), the FY26 ADT
Requirements Guide, may be updated as FY26 progresses and based on
funding availability, and is located on the CG-R82 SharePoint site:

3. Duty not performed IAW this message and REFs (B) through (H) may
be subject to recoupment.
4. Per REF (E), Chapter 2.B.2, training during ADT must support
acquiring a position-assigned competency, qualification, or
advancement requirement. Only after completing these requirements
may SELRES members request ADT for other professional development.
All ADT orders must be issued in advance IAW REF (E),
Chapter 2.B.3.a., ideally 30 days prior to the begin date of orders,
to allow SELRES members sufficient time to notify employers and
family.
5. FY26 DEADLINES:
    a. 30 June 2026: Deadline for SELRES members to submit requests
for ADT orders in Direct Access.
    b. 07 August 2026: Deadline for District (dxr)/PAC-13 to
authorize and obligate funding for orders for the remainder of FY26.
    c. 25 September 2026: Estimated deadline to approve travel
vouchers to be processed in FY26. The official deadline will be
released SEPCOR as part of the FY26 closeout guidance.
