1. PURPOSE: The Coast Guard Reserve Component is a contingency
Response asset, enabling the Coast Guard to meet its mission
objectives when called upon to control, secure and defend the
border, maintain the maritime transportation system, and respond to
a wide variety of crises such as natural disasters. In alignment
with the strategic imperative directed by USCG Force Design 2028
(FD28) REF (A), to ensure the Reserve Force is trained and prepared
for contingency mobilization; this message provides detailed
guidance for the scheduling and management of all reserve training
drill types. These efforts directly support FD28 objectives and are
applicable for FY26 (01 October 2025 to 30 September 2026). It also
authorizes Designated Unit Pay (DUP) for qualifying units. Drill
types include Inactive Duty Training (IDT), Readiness Management
Periods (RMP), Additional Training Periods (ATP), Additional Flying
and Flight Training Periods (AFTP), and Funeral Honors Duty (FHD).
2. RESPONSIBILITIES: REF (C), Chapter 2.A.1, the primary purpose of
IDT is for the performance of qualification training that focuses
on developing the skills, knowledge, and competencies required to
mobilize. Training toward the Reservist's position-assigned
competency for mobilization is the paramount consideration of this
type of duty. SELRES members, commands, Reserve Forces Readiness
System (RFRS) staffs, and Reserve Training (RT) funds managers
shall carefully review and adhere to the requirements outlined in
REFs (A) through (G). REF (G), the FY26 Inactive Duty Management
Guide, may be updated as FY26 progresses and based on funding
availability, and is located on the COMDT (CG-R82) SharePoint site:

3. DRILL MANAGEMENT: Accurate drill management is critical to
maximizing RT funds and reducing the number of unexecuted drills.
Scheduled drills, that were subsequently not performed, have
historically accounted for up to $1 million in unexecuted RT funding
in a given FY. Commands, supervisors, and members must ensure timely
scheduling, completion, or cancellation of drills in Direct Access.
4. DEADLINES:
    a. 30 June 2026: Deadline to schedule all paid drills in
Direct Access.
    b. 01 September 2026: Deadline to submit drill waiver requests.
5. DESIGNATED UNIT PAY (DUP): In accordance with REF (F) this
ALCOAST authorizes DUP, to begin in FY26 (01 OCT 2025 and not
before) and anticipated to remain in effect until the end of FY26
(30 Sep and not after), contingent upon Congress extending the
authority for such payments. Monetary interventions may be reduced
or terminated with not less than 30 days of advance official notice
by ALCOAST.
    a. SELRES members permanently assigned to Port Security Units
(PSU), Maritime Expeditionary Security Groups (MESG), or Maritime
Expeditionary Squadrons (MSRON) will automatically receive DUP of
$15 per drill period upon completion of paid drills.
6. Duty not performed IAW this message and REFs (B) through (G) may
be subject to recoupment.
