SUBJ: A STRONGER, MORE READY AND CAPABLE WORKFORCE -
PHYSICAL FITNESS ASSESSMENT

1. In alignment with REF (A), the Coast Guard will transform
the workforce into a stronger, more ready and capable fighting
force to include instituting a Physical Fitness Test (PFT) for all
military members in CY26.
2. In preparation for implementation of a Service-wide PFT standard,
all military members must first complete a unit-facilitated
Physical Fitness Assessment (PFA) no later than 31 December
2025. The CY25 PFA is the first step towards implementation of a
mandatory CY26 PFT and will inform future PFT policy, program, and
standards development and establish a service-wide physical
fitness baseline.
3. In administration of the PFA, units will utilize the new
"Boat Crew Physical Fitness Standards" as detailed in REF (B).
In addition, REF (B) also provides a "Boat Forces Physical
Fitness Guide" which details PFT components, testing sequence, and
testing safety procedures.
4. Testing and safety procedures can be found in the "Boat Forces
Physical Fitness Guide." Units are also encouraged to review and
consider guidance promulgated in "Physical Fitness Assessment
Protocols" and "Training Fitness Instructor Cards" which provide
additional safety considerations to further reduce risk to
personnel.
5. All participating military members must not be medically
restricted from physical exercise. Members must also complete
the "Body Composition PFT Pre-Screening" and consult with a
USCG Medical Officer or their Primary Care Manager (PCM)
if concerns exist which may preclude safe participation.
6. PFA results will be recorded, at the unit level, via the
"Physical Fitness Tracking Tool." Note: The "Physical Fitness
Tracking Tool" will not collect personal identification information.
PFA baseline results will be used for data collection and assessment
purposes only and will not be used as a punitive measure. However,
members are highly encouraged to leverage their individual PFA
baseline results to better inform individual fitness training plans
and completion of future mandatory PFTs.
7. To ensure a smooth and successful PFA execution in CY25, we
encourage commands to leverage all available tools and resources.
Commanding Officers, Officers In Charge, and Command Senior Enlisted
Leaders are vital to this effort. To help us identify and address
any potential roadblocks, please report concerns, barriers, and
anticipated impacts to HQS-SMB-BodyCompPolicy@uscg.mil with
"CY 2025 PFA" in the subject line. This collaboration will enable us
to provide the best possible support to our personnel.

9. Units are encouraged to work with their public affairs team to
share the images on their social media platforms, websites,
newsletters, and other appropriate distribution channels.
District Public Affairs Officers are encouraged to email a few of
the best photos to MyCG@uscg.mil, for posting on the
Force Design 2028 website.
