B. ALCGRSV 036/25, RESERVE COMPONENT MANAGER (RCM) ASSIGNMENT YEAR
2026 (AY26) ‐ PRELIMINARY SHOPPING LIST RELEASE AND COMMAND CONCERNS
1. Per REF A, the RCM positions below are open for e‐Resume
submission in Direct Access. These positions reflect the current
state of the Personnel Allowance List (PAL). Command concerns
received per REF B have been considered and incorporated. Should
there be changes to the current state of these positions, changes
will be advertised.
2. The initial AY26 shopping list includes:
A. Positions occupied by an incumbent officer who is tour complete
(TC) or has an approved retirement or separation in 2026.
B. O-6 RCM officers being considered by a PY26 continuation board.
C. O‐5 positions occupied by an O‐6 or O‐6(sel) regardless of TC
date, and O‐5 positions occupied by an O‐5 in‐zone for O‐6
regardless of TC date.
D. O‐4 positions occupied by an O‐5 or O‐5(sel) who will be TC in
AY26 and O‐4 positions occupied by an O‐4 in‐zone for O‐5 TC in
AY26.
E. O‐3 positions occupied by an O‐4 or O‐4(sel) who will be TC in
AY26 and O‐3 positions occupied by an O‐3 in‐zone for O‐4 TC in
AY26.
E. Any approved new or reprogrammed positions.
3. Positions will be open for e‐Resume submission in Direct Access
from 01 August to 01 September 2025.
4. E‐Resume procedures: All candidates who meet the criteria for
assignment in AY25 must apply in Direct Access using the PCS e-Resume
feature, found by following Main Menu - Member Self Service - Member
Career Details - PCS e-Resume-Submit. Once there, enter desired
search criteria to obtain a list of open billets. Search criteria
may include State, Job Code, Position Number, etc. If unsure of the
specific criteria, click on the magnifying glass to the right of the
search box to determine eligible values. Fields such as Job Code and
Job Family will narrow the search results based on rank and component
(officer, enlisted, etc.). A PCS e-Resume user guide can be found at
http://www.dcms.uscg.mil/ppc/pd/da/.
5. Due to Direct Access limitations, any
previously submitted e‐Resumes will not be visible to assignment
officers and should be resubmitted if assignment officer action is
desired. Initial shopping list is as follows:
