1. In alignment with REF (A), this ALCOAST mandates the development
and utilization of Master Training Lists (MTLs) for all unit types
in both the operational and mission support communities and updates
related policy contained in REF (B). Developing these MTLs is
essential to achieving Force Design 2028 (FD28) objectives that
aligns training needs to individual billets to ensure personnel
possess the requisite skills to execute our evolving Coast Guard
missions. This is the initial actionable step for organizational
change focused on "Re-envisioning the Training Continuum" within
the FD28 People Campaign.
2. Purpose: Master Training Lists (MTLs) are vital for defining
training requirements for specific Coast Guard positions. As
outlined in REF (B), MTLs enable FORCECOM, Program Managers, and
field units to codify required training needs determine the number
of required training quotas each year, ensure HQ programs provide
the necessary funding for these required training quotas and clearly
communicate training expectations to our personnel. Utilizing MTLs
will significantly enhance training system effectiveness and ensure
our workforce is fully prepared to execute their duties.
3. Policy: Effective immediately, all Program Managers are required
to develop and maintain an MTL for their respective unit types in
both the operational and mission support communities. The MTL will
capture the training requirements for each position, either required
by policy or through a position assigned competency, including
training/competency requirements for a certain number of personnel
at each unit and/or for all personnel of a certain rank, rate,
specialty, etc. This will enable Program Managers to ensure that
training meets programmatic needs, and provide units with total
visibility of their workforce readiness. The MTL will be used to
inform quota management decisions, identify training gaps, and
optimize training resources.
4. Guidance:
    a. FORCECOM (FC-L) Training Managers will work with Program
Managers to develop these MTLs using the guidance contained in
REF (C). Additional Business Rules will be provided to the Program
Managers by their respective FORCECOM (FC-L) Training Manager.
    b. MTLs that require an increase in training quotas will
require program offices to engage with their respective Training
Manager to align Program, Project, or Activity (PPA) funding with
their number of requested quotas. FORCECOM Training Managers can
assist program offices with the identification of measures and
alternatives to reduce costs, increase student throughput, or
better optimize how this training is delivered to meet training
quota needs. In some cases, this may require the development of
self-paced e-learning, using facilitated online training, or other
options to meet training needs.
    c. The timeline for the development of these MTLs follows:
        (1) Within 21 days from release of this ALCOAST, Program
Managers will verify the list of their respective unit types. The

        (2) Within 90 days from release of this ALCOAST: Program
Mangers will develop and submit their MTL to their respective
FORCECOM Training Manager for review, capturing all training
requirements for each position. Once vetted by the Training
Manager, FORCECOM (FC-L) is the approval authority for these MTLs.
NOTE: All Program Managers, Rating Force Master Chiefs, Officer
Specialty Managers, and others with training or competency
requirements will coordinate with the Program Manager(s) that
owns the MTL for each unit type, as needed, to ensure all
relevant positions include their requirements.
        (3) Within 150 days from release of this ALCOAST: FORCECOM
(FC-L) will review, approve, and publish all MTLs.
        (4) Semi-annually: Program Managers will review and update
their MTL semi-annually, or as necessary, to ensure relevance and
accuracy. Submit any changes to the respective FORCECOM (FC-L)
Training Manager for approval.
5. Policy Changes:
    a. Make the following changes to REF (B):
        (1) Remove 4.D.2. and insert the following: "Master Training
Lists (MTLs). MTLs provide a sustainable and predictable forecast
for unit-type training requirements. MTLs enable assignment of
competencies to billets, and provide units and the organization
total visibility of unit workforce readiness. They are a valid and
reliable method for ensuring training meets programmatic needs.
Promulgation of MTLs and subsequent changes thereof are completed
by the Program Manager (PM) or Course Manager (CM) after review by
FORCECOM (FC-L), ETQC, and stakeholder PMs/CMs as deemed necessary.
To be captured on an MTL, a programmatic sponsored training
requirement must be documented within policy or part of an already
required competency for the specific position."
        (2) 4.D.2.a: Insert the following: "The MTL will include
courses that are organized by category. These categories will be
indicators of course timing and organization. The MTL Business Rules
developed by FORCECOM (FC-L) will provide additional guidance on the
various categories and appropriate application of each."
        (3) 4.D.2.b: Insert the following: "The designated PM is
responsible for developing their respective MTLs. The MTL shall be
approved by the sponsor PM, the respective PM for the billets,
applicable Rating Force Master Chief(s) or Officer Specialty
Manager, and the designated FORCECOM (FC-L) Training Manager."
        (4) 4.D.2.c: Insert the following: "The designated PM is
responsible for conducting periodic reviews of their MTL. MTLs shall
be reviewed, at a minimum, on a semi-annual basis to ensure any
billet changes are properly reflected on the MTL."
6. This ALCOAST is being incorporated into a forthcoming revision of
REF (B).
