SUBJ: IMPLEMENTING THE MIGRANT INTERDICTION OPERATIONS
TRACKING TOOL
1. This ALCOAST directs the MIO Tracking Tool as the authoritative
database to track maritime migrant encounters, cases, chain of
custody, and other relevant information for all maritime migrants
and suspected aliens encountered during Coast Guard Operations.
2. The MIO Tracking Tool is a browser-based application that will
serve as a CG-wide database that will provide near real-time migrant
operation information for Coast Guard senior leaders. Developed as a
result of lessons learned during the Service's enhanced support to
Operation Vigilant Sentry (OVS) Phase 1b, the MIO Tracking Tool aims
to eliminate redundant data entry by operators, and streamline
information sharing for migrants and aliens. Specifically,
this tool will be used to track the lifecycle of a migrant in Coast
Guard care to include any manifestations of fear, biometric
enrollments, medical concerns, trafficking in persons screening,
transfers ashore to another agency, etc. This tool is intended to
serve as a wholesale replacement to the legacy tracking systems and
spreadsheets in use across the service.
3. All units conducting Migrant Interdiction Operations in Southeast
District are directed to begin preparations to institute the MIO
Tracking Tool immediately, with mandatory use of the tool beginning
on 25 JUL 2025. This includes but is not limited to: cutters, Sector
and District Command Centers, the National Command Center, and
COMDT (CG-MLE) watchstanders.
4. In addition to the Southeast District implementation, expect
Coast Guard wide deployment of the tool for all units conducting
MIO in August. Developments are currently underway to ensure all
specific mission and District needs are met prior to roll out.
Implementation will be announced at a later date via ALCOAST.
