1. Purpose. This ALCOAST provides guidance to Cutter Commands on
reporting and notification of approved Unmanned Aircraft System
(UAS) operations in the immediate vicinity of Cutters.
2. The FAA has recently added Cutters as restricted airspace
under REF (A). Explicit approval is required to fly UAS in the
immediate vicinity of a Cutter.
3. Effective immediately, REF (B) has been updated to include
all Cutters (USCG vessels greater or equal to 65FT in length).
All UAS are prohibited from flying within a stand-off distance
of 3,000FT laterally and 1,000FT above all Cutters operating,
transiting, or at port within U.S. territorial waters.
4. Process. Cutter Commanding Officers and Officers In Charge may
authorize UAS flights under NOTAM 250411-270520 around and/or
over cutters. Notification of approved or denied UAS flights must
be sent to COMDT (CG-MSR) for consolidation via email:
HQS-DG-lst-CG-MSR@uscg.mil. This notification will include the
following:
     a. Unit name and Unit POC;
     b. Date, Time (duration of UAS flight approved), Location
(LAT/LONG);
     c. UAS POC info: Part 107 operator and/or company approved
for UAS flights over cutter; and
     d. Purpose of mission.
5. Cutters must enter approval or denial in the smooth log.
6. Other than the inherent right to self-defense as outlined in
REF (C), this SSI does not authorize Counter-UAS measures.
7. Cutters experiencing unauthorized UAS flights with the
limitations outlined within the NOTAM shall contact their
applicable TACON to assist with the UAS QRC. Additional guidance
for reporting and enforcement actions violating this national
defense airspace will be sent SEPCOR.
