1. The Coast Guard Office of Emergency Management & Disaster
Response (CG-OEM) examines incident/event complexity and develops
a recommendation on typing in accordance with REF (A). The CG will
now recognize SEAR Level 1 and 2 events as a USCG Type 2
incident/event.
2. The SEAR process is typically initiated when a local, state, or
federal entity submits a request for an event rating to DHS, Office
of Homeland Security Situational Awareness. DHS then assesses the
event and assigns a SEAR level to the event, based on the event
significance and event requirements. As described in REFs (B) and
(C), Level 1 and 2 SEAR events are events of significant national
or international importance. Level 1 SEAR events may have federal
security oversight that require extensive federal and/or interagency
support. Level 2 SEAR events have security requirements that may
require some level of federal interagency support. Examples of
Level 1 SEAR events include the Superbowl, Rose Bowl, the
Boston Marathon, and the United Nations General Assembly. Examples
of Level 2 SEAR events are the Kentucky Derby, the Indianapolis 500,
Las Vegas New Year's Eve, and Papal visits.
3. If DHS designates an event as a SEAR Level 1 or Level 2 event,
then the CG will automatically classify the event as a USCG Level 2
event under REF (A). If a unit believes a SEAR Level 1 or Level 2
event should be recognized as a USCG Type 1 event per REF (A), the
standard incident/event typing package will be utilized.
4. COMDT (CG-OEM) will regularly update an annual list from
FEMA/DHS on recognized SEAR events and provide the list on the
ICS Coordinator SharePoint which will show as USCG Type 2 events.
If units believe a SEAR event should be recognized as a USCG Type 1,
the standard incident/event typing package will be utilized.
