B. Force Design 2028 Executive Report, dtd MAY 2025
1. This ALCOAST advertises the problem sets selected from the
challenge announced in REF (A), for the Human Resources Information
Technology (HRIT) Hack-a-thon and asks deck-plate developers to
begin designing applications. Thirty ideas were submitted to drive
improvements and accelerate progress in enhancing HRIT systems
within the Coast Guard. HRIT has been identified as a priority item
in the Force Design 2028 Executive Report found in REF (B).
Thank you to everyone who submitted an idea for this challenge,

2. The problem set for the Hack-a-thon will focus on the following
problem areas: Application for Automating Bonus Applications
Lifecycle, CG Education and Training Quota Management Command (ETQC)
- Manual Reporting Inefficiencies for Pre-Arrival Training
Application, and Application for Temporary Duty (TDY) Travel
Authorizations. Sign up to tackle these problems using the
Deck-plate Developers Teams Site HRIT Hackathon channel.
Team selection will close on 18 June. All are welcome to sign up
for team participation. Deck-plate Developers Teams Site:

3. The Hack-a-thon challenge intends to take advantage of talented
citizen developers to solve Coast Guard challenges. If you are
participating in this challenge, you may submit an app for any or
all the problem areas. A panel of judges will evaluate all the
applications and vote on the best solution to each of the three
problems. The Coast Guard Deck-Plate Development initiative aims to
empower the end-user community to develop small-scale applications,
or µApps ("micro-apps"), using existing Low Code Application
Platforms (LCAP) and other readily available technologies, such as
Microsoft Power Platform/SharePoint, which is found on the Pixel
Dashboard. These µApps can increase the productivity of individuals,
teams, and commands to better carry out their duties and achieve
mission success without lengthy software development timelines and
expensive contracts.
4. Hack-a-thon submissions shall describe the µApps solution to
the selected challenge and capture how it positively impacts the
Service. This portion of the challenge closes on 25 August 2025.
A panel of experts will select the best solutions and present them
to Senior Leaders at a Live Teams Hack-a-thon Event scheduled for
10 October, as well as provide formal recognition to participants.
The panel prefers an application demonstration but will consider
conceptual solutions. Submit applications here:
