Armed Forces Members
1. The United States Coast Guard Household goods (HHG)
transportation peak season runs from 15 May through 31 August.
During peak season members may find it difficult to secure a
Government-contracted transportation service provider (TSP) that
meets the desired packing, pick-up, and delivery dates. If a TSP
cannot be contracted, members must work closely with their
Transportation Office (TO) to schedule their move.
2. Members performing a full or partial PPM will receive payment
of a monetary allowance equal to 100% of the Government's
constructed "Best Value" cost of the actual HHG weight transported
up to the Service member's maximum authorized weight allowance as
published in REF (A), para. 051401. However, if a member executes a
PPM from 15 May 2025 through 30 September 2025, the monetary
allowance is instead equal to 130% of the Government's constructed
"Best Value" cost. The Government's constructed "Best Value" cost
will be based on the Global Household Goods Contract (GHC) rates.
PPMs must be completed within the specified dates to qualify for the
increased allowance. Members are advised to contact their TO for
further guidance on submitting their PPM claims.
3. Members must make PPM arrangements at origin just as they would
for Government-arranged moves. All requirements, including obtaining
valid weight tickets, must be met. PPM counseling from the local TO
must be completed before approval of any PPM moves. Failing to
comply with USCG requirements may limit payment or result in
complete denial of the claim. PPM claims that do not include
counseling documents and authorization for self-procured
movement/storage from origin are not eligible for the incentive
payment, unless the origin TO approves, via memorandum, an
"after-the-fact" PPM which must be based on circumstances beyond the
member's control (e.g., severe weather conditions, medical
emergencies, or short-fused permanent change of station (PCS)
orders) that prevented proper PPM counseling.
4. USCG members frequently receive PPM counseling from TOs operated
by other military Services. Members must ensure PPM claims comply
with current USCG policy and procedures. Members must provide
certified empty and full weight tickets from a public weigh master
or government scales. The same weight ticket cannot be used on
multiple PCS orders, and the entire weight ticket must be clear,
legible, and unaltered. This also includes weight tickets from
commercial companies that were hired to perform the PPM move. PPM
claims submitted without proper weight tickets will be reimbursed
only for actual costs as documented by itemized receipts submitted
with the PPM claim. Further guidance can be found in REF (B).
