SUBJ: FY26 RESERVE SENIOR EDUCATION AND FELLOWSHIP PROGRAM (SEFP) PANEL

1. In accordance with reference (A), this message announces the application
process for fiscal year 2026 (FY26) Reserve War and Staff colleges managed
under the program. The SEFP offers opportunities for national security policy
and joint service professional development, increases the Coast Guard's
presence in a joint-service environment, and enhances the member's
Service value.
2. A selection Panel will convene the week of 28 July - 1 Aug 2025 to select
primary and alternate candidates for those opportunities listed in paragraphs
3-4 of this announcement message. Reserve officers in an active status,
including Reserve Component Managers (RCMs), and senior enlisted personnel
are eligible to apply. Course paygrade requirements are listed in each section
below. Waivers will not be considered for those who do not meet the minimum
paygrade eligibility requirements.
3. Joint & Combined Warfighting School - Hybrid (JCWS-H).
a. Location: Joint Forces Staff College, Norfolk, VA.
b. Prerequisites: Secret Clearance. Grade O-4 and above. JPME phase I
must be completed at an intermediate/senior service school or an approved
equivalent at the time of application. JPME phase I completion must be
entered into Direct Access as a competency and reflect in the
Competencies section of the applicant's Employee Summary Sheet.
c. Convening dates (subject to cancellation):
(1) 1 December 2025 - 25 September 2026
(2) 20 January 2026 - 30 October 2026
(3) 9 February 2026 - 20 November 2026
d. Course Description: Typically, JCWS-H is a 40-week, blended-learning
course consisting of two distance learning periods (37 weeks total) and
two resident periods (three weeks total). The course is focused on
preparing participants for joint planning efforts at the operational
level to develop theater strategies and plans in complex global
operating environments and includes joint, interagency,
intergovernmental, and multinational capabilities, national security
strategy, theater strategy and campaigning, and the joint planning
process and systems. Information on JCWS-H may be found on the following

4. Reserve Components National Security Course (RCNSC).
a. Location: National Defense University, Washington, DC.
b. Prerequisites: Secret Clearance. Grade O-4 and above, W-4,
and E-8/9. Prior RCNSC attendees are not eligible to apply.
c. Tentative Convening dates:
(1) 26 January 2026 - 6 February 2026
(2) 13 April 2026 - 24 April 2026
(3) 13 July 2026 - 24 July 2026
d. Course Description: This is a two-week course designed to lay a
foundation for students moving on to joint command management and staff
responsibilities in a multinational, intergovernmental, or a joint
national security setting. The curriculum consists of lectures, panel
discussions, seminars, and simulation exercises dealing with national
security policy and defense resource management presented by faculty
members of the National War College and Industrial College of the Armed
Forces, the Armed Forces Staff College, the Institute for National
Strategic Studies, and other distinguished speakers. Information on the

5. Application Deadline: 27 June 2025. Applications will not be accepted
after the deadline. All prerequisites within each course must be met at the
time of application (e.g., paygrade, security clearance, etc.).
6. Application process: Applications shall be completed within the "Panel
Submissions" module in Direct Access using the directions found within this
message. Applications must include the required comments found below using
the specific format listed in this message. No other comments are authorized,
as they will not be visible by the Panel. The following step-by-step
instructions are provided and are applicable to both officer and enlisted
applicants:
a. Log in to Direct Access: https://hcm.direct-access.uscg.mil/
b. Navigate to the "Member Self Service" page.
c. Click on the "Member Career Details" tile.
d. Click "Panel Submissions".
e. Select "Advanced Training" from the "Panel Source" drop down menu
and click "Go".
f. When the search screen appears, enter the following:
AD/Res Ind: "Reserve - Active Component"
Bus unit: "Officer"
Job Code: 000095
g. Click "Search".
h. Check box under "Apply" for ALL desired programs (RCNSC or AJPME).
Select both if applying for both.
i. Click "Submit".
j. Click "Edit" to input comments and submit to your Command/Endorser.
k. Comments must contain the following information:
(1) Preferred dates of attendance in order of preference using the
course convening date.
(2) Coast Guard email address, personal email address, and preferred
phone number to be contacted by the program manager if selected
for assignment.
l. Comments must be provided using the following format:
(1) 1. Convening Dates in order of preference;
2. CG email, personal email, phone number.
(2) Example:
1. 1 Dec 2025, 20 Jan 2026, 9 Feb 2026;
2. Joe.B.Coastie@uscg.mil, IBGuardian1790@gmail.com, 202-555-1234.
m. Enter Commanding Officer employee ID into "Endorser" block if
final endorser.
n. Click "Save" to save comments and forward to the next endorser.
7. Command Endorsement: Only endorsements from the immediate command are
authorized. The endorser must only select "Recommended" or "Not Recommended"
and then select "Mark Final" for the member's application to be considered
complete. The endorser shall not enter any additional comments, as they will
not be viewed by the Panel. The following step-by-step instructions for
endorsers are provided below:
a. Login to Direct Access: https://hcm.direct-access.uscg.mil/
b. Navigate to the "Member Self Service" page.
c. Click on the "Member Career Details" tile.
d. Select "Assignments Endorsements".
e. Click the "Endorsements Requested From Me" button.
f. Change the "Submission Status" to "Pending".
g. Click the "Populate Grid" button and select the Panel submission
you were looking to endorse.
h. Click the "Recommended" or "Not Recommended" Button.
i. Select "Mark Final" if you are the final endorser. If not the final
endorser, enter the EMPLID of the next reviewer and ensure the next
reviewer is listed in the "Endorser" block.
j. Click "Save". Note: The application cannot be changed by applicant
or endorser once it is marked final.
8. To maintain fairness to all applicants in this highly competitive process,
there will be no exceptions made to the published deadlines. The command
bears the responsibility for forwarding timely, properly endorsed Panel
applications.
9. Communications to the Panel: Applicants electing to submit communications
to the Panel must follow the guidelines provided in Article 10.d of reference
(B) and in Article 3.A.4.f of reference (C). Communications shall be sent via
email as a command-endorsed, electronically signed memo to
HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil to arrive no later than the day
before the Panel convenes. Early submission of communications to the Panel is
required to allow adequate time for correction should a submission contain
unauthorized content. Communications are subject to the same restrictions as
Officer Evaluation Report Prohibited Comments outlined in Section 5.I of
reference (C).
10. Record Review: The applicant bears the responsibility for ensuring the
following portions of their record are updated:
a. All applicants must review their Employee Summary Sheet (ESS). The ESS
provides a consolidated view of a member's information as it appears
in Direct Access. The individual ESS may be accessed at the

b. All officers being considered are encouraged to review their official
Coast Guard Military Human Resource Record (CGMHRR). For
information on viewing your CGMHRR via iPERMS, please visit the

c. All officers shall review references (C) and (D) regarding OER
guidance and policy. Questions regarding OER submissions may be sent to
HQS-SMB-CGPSC-RPM-OER@uscg.mil for review.
11. Applicants shall ensure their member contact information, including work
email address and contact number, are correct in Direct Access in the event
CG PSC-RPM-1 needs to contact candidates with updated information. This action
is required in addition to the requirements outlined in paragraph six of this
