BOARD RESULTS
A. U.S. Coast Guard Emergency Management Credential (CGEMC)
Application Guide, July 2024
1. This ALCOAST announces the April 2025 Coast Guard Emergency
Management Credential (CGEMC) Board results, which convened 14-18
April 2025 in accordance with REF (A).
2. The CGEMC Board was established in 2021 to recommend Coast Guard
personnel who have demonstrated the highest levels of expertise and
proficiency in the field of Emergency Management (EM) for a
credential. This credential is a cornerstone effort designed to
advance crisis leadership skills within the Coast Guard by
promoting the principles of EM. As outlined in REF (A), the CGEMC
is available to any active duty (officer or enlisted), civilian,
reserve (officer or enlisted), DHS or auxiliary member who meets the
training, experience, and test criteria, regardless of specialty
or assigned duty station/position. The CGEMC Board process was
modeled after the ICS Competency Review process.
3. The CGEMC Board reviewed 9 applications and recommended 8 be
assigned the CGEMC. Of the 9 applicants, 3 applicants held the
Certified Emergency Manager (CEM) designation or other comparable
agency EM credential.
4. The Director, Emergency Management, COMDT (CG-5RI), approved
the Board's recommendations and found the following applicants to
have achieved the CGEMC:
a. LCDR Amber Larson, District 8
b. LCDR Benjamin McIntyre-Coble, D17
c. LT Jonathan Roth, Sector Long Island Sound
d. LT Monet Welsh, Sector Maryland-NCR
e. LT Aidan Leddy-Phillips, MER Regional Activities Center
f. CIV Adam Leary, DHS CWMD Branch Chief
g. AUX Daniel Jacquish, Emergency Management &
Disaster Response Directorate
h. AUX Heather Kostecki, Flotilla 78
5. Recipients should expect to receive certificates electronically
via the email address provided in their applications.
COMDT (CG-OEM-1) will enter the CGEMC into Direct Access/ESS,
as applicable.
6. Following each Board convening, COMDT (CG-OEM) will implement
Board feedback to improve the application and review process as
outlined in REF (A). Furthermore, REF (A), FAQ's and sample
application materials are located on the COMDT (CG-OEM-1) SharePoint

7. Submission timelines and procedures are located in REF (A).
All applications for the next CGEMC Board are due by
15 September 2025 for the October 2025 Board convening.
