1. This message announces the kickoff of the PY26 season for the Regular to
Reserve Commission Appointment Panels (R2R) and the Reserve Officer Active
Status Panels (ROASP) and provides consolidated guidance and timelines to
assist members and their commands in understanding the policies and
application processes for both. PY26 begins on 1 July 2025 and run through
30 June 2026 per reference (B). Similar to individual promotion selection
board announcement messages, each PY26 R2R and ROASP Panel will also have
an individual announcement message released prior to the convening date.
2. R2R Panel: In accordance with Article 1.G of reference (B), the R2R Panel
convenes to consider current and former regular officers for a commission in
the Coast Guard Reserve.
   a. Eligible officers: Former Coast Guard or Navy officers within one year
      of the effective date of their resignation, Coast Guard regular officers
      at the time of their unqualified resignation, and regular officers twice
      non-selected who are not retirement eligible and are scheduled for
      discharge are eligible to apply. Reserve officers serving on Extended
      Active Duty (EAD) who were not selected for promotion on the ADPL or
      RCM selection lists are ineligible to apply for the R2R process and
      should refer to the ROASP guidance outlined in this message.
   b. Application Process: Application packages must include the following
      documents:
      (1) A command-endorsed, written request in CG standard memo format in
          accordance with reference (C). A minimum of a signature endorsement
          from the member’s command is required on the application memo for
          processing.
      (2) Approved Direct Access Separation Authorization issued by CG
          PSC-OPM-1.
      (3) Approved DD-2697 (Report of Medical Assessment). A physical
          examination that meets retention standards is required to apply
          for a Reserve commission. Officers currently on active duty may
          obtain this exam at their servicing clinic. The exam must be
          recorded on form DD-2697 and must contain the words "Member meets
          retention standards IAW COMDTINST M6000.1(series)" in block 20 of
          the form. Officers who were previously separated and do not have a
          copy of their DD-2697 should contact CG PSC-RPM-1 immediately for
          guidance: ARL-SMB-CGPSC-R2R-ROASP@uscg.mil.
3. ROASP: In accordance with reference (D), the ROASP convenes to consider
Coast Guard Reserve officers for retention in an active status. Reference (E)
previously announced clarifying guidance on the ROASP policy outlined in
reference (D).
   a. Eligible Officers: Candidates are limited to those reserve officers in
      the grade of commander and below who have been non-selected one or more
      times on the Active-Duty Promotion List (ADPL) or Reserve Component
      Manager (RCM) promotion list. Interested officers must apply for ROASP
      while on Extended Active Duty (EAD) prior to being separated or released
      from active duty and entering the IDPL. Applications submitted after
      RELAD or separation from EAD will be returned without action.
   b. Application Process: Application packages must include the following
      documents:
      (1) A command-endorsed, written request in CG standard memo format in
          accordance with reference (C). A minimum of a signature endorsement
          from the member’s command is required on the application memo for
          processing.
      (2) Approved separation authorization issued by CG PSC-OPM-1.
4. Assignments: Officers scheduled to be released from active duty, who
are selected by the R2R and ROASP Panels, will typically be assigned to the
Individual Ready Reserve (IRR) upon entry into the Coast Guard Reserve.
Officers interested in a Selected Reserve (SELRES) assignment are encouraged
to contact the Reserve Assignments branch ahead of either Panel to discuss
potential SELRES assignments: HQS-SMB-CGPSC-RPM-2-ASSIGNMENTS@uscg.mil.
5. Communications to the Panels: Applicants electing to submit communications
to either of the Panels must follow the guidelines provided in Article 3.A.4.f
of reference (B) and in Article 10.d of reference (F). Communications shall
be sent via email as a command-endorsed, electronically signed memo to
HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil to arrive no later than the day
before the Panel convenes. Early submission of communications to the Panel
is required to allow adequate time for correction should a submission
contain unauthorized content. Communications are subject to the same
restrictions as Officer Evaluation Report Prohibited Comments outlined
in Section 5.I of reference (B).
6. Record Review: All applicants are encouraged to review their Employee
Summary Sheet (ESS). The ESS provides a consolidated view of a member's
information as it appears in Direct Access. Applicants may access their ESS

personal_files/summary_sheet.cfm. Applicants are also encouraged to review
their official Coast Guard Military Human Resource Record (CGMHRR). For

7. Timelines: The R2R and ROASP Panels will be held concurrently during PY26,
as announced in reference (A). Below is a listing of the dates of the R2R and
ROASP Panels announced in reference (A) and the due dates for applying to each:
   a. 15-19 September 2025. Due date for applying to either Panel: 5 September
      2025.
   b. 2-4 December 2025. Due date for applying to either Panel: 21 November
      2025.
   c. 3-5 February 2026. Due date for applying to either Panel: 23 January
      2026.
   d. 31 March – 2 April 2026. Due date for applying to either Panel: 20 March
      2026.
8. Application Window: An application window will be announced in each
individual Panel announcement message that will contain the application
window opening date and the due date for applications packages for each
panel as noted above. Application packages will only be accepted within
this window and will not be held by CG PSC-RPM outside of each window for
future Panel consideration.
9. Submitting Application Packages: Application packages for the R2R and
ROASP Panels, or questions on the application processes, shall be sent to
the following email address: ARL-SMB-CGPSC-R2R-ROASP@uscg.mil. Complete
packages must be submitted no later than the due dates established above;
late or incomplete packages will be returned without action. Applicants who
misplace their separation authorization sent by CG PSC-OPM-1 should consult
their servicing administrative staff for assistance. Emails containing
application packages shall utilize the following subject line format:
Month YYYY R2R or ROASP Application – Rank First Last. Examples: “December
2025 R2R Application – LT Joe. B. Semper”; “February 2026 ROASP Application
– LT Jane B. Paratus”.
