1. This message announces the PY26 RCM selection boards and provides a
timeline and amplifying guidance to help members and their commands prepare
for the PY26 Board season. PY26 will begin on 1 July 2025 and run through
30 June 2026 per references (A) and (B).
2. The RCM selection boards that will convene in PY26 include those for
promotion, captain continuation, permanency designation, and provisional
designation. As announced in reference (B), the PY26 RCM promotion and
continuation Boards will be held during the same weeks as the corresponding
IDPL selection Boards for the same paygrades. RCM retention boards, which
consider those RCMs who are non-selected and subject to separation as
outlined in reference (A), will not be held in PY26. Reference (C), which
governs the workforce management actions outlined in this message, was
approved on 27 April 2025 and is posted on the RPM-1 websites found at the
bottom of this message.
3. This announcement establishes selection zones and the opportunity of
selection (OOS) for each of the selection Boards. The signal numbers (SIGNOs)
used to establish the zones found within this message are from reference (D),
which was signed on 27 March 2025. Members in-zone for promotion should
notify RPM-1 of any changes to their names, (e.g., marriage or divorce) if
not already reflected in reference (D). The PY26 RCM promotion zone sizes are
influenced by the running mate system. Generally, RCM officers compete for
promotion when their ADPL running mates are considered for promotion. The
zones established in this message include the most junior officer expected
to be in zone for promotion and is utilized to help prepare officers for
the promotion season.
a. Zone: Officers being considered for the first time for the respective
selection Board.
b. Above Zone: Officers who have been considered, but not selected, by
a previous Board.
c. Combined Zone: Officers being considered for the first time and those
who have been considered, but not selected, by a previous board. The
zones within this message are based on those officers within the
combined zone for selection.
4. Approximately 30 days prior to the convening of each selection Board, an
ALCGRSV message will be released announcing the names of those officers in
zone who will be considered by that Board. If your name does not appear on
the ALCGRSV and you believe you should be in-zone for consideration, contact
the RPM-1 Boards and Panels section immediately at the following email
address: HQS-SMB-CGPSC-RPM-BoardsPanels@uscg.mil.
5. CAPT Continuation Board: In accordance with references (B) and (F), and
Section 2150 of reference (E), the CAPT Continuation Board convenes the week
of 8-11 July 2025 to consider all CAPTs with a date of rank of 1 January
2022 or earlier for involuntary retirement who meet the following conditions:
a. have completed at least three years time-in-grade;
b. who were not selected to promote to Rear Admiral;
c. who were not previously continued; and
d. who will not be mandatorily retired for reaching 30 years of total
commissioned service.
In accordance with reference (MILSEP), RCM captains eligible for active duty
retirement and not recommended for continuation must be involuntarily retired
no later than 30 June of the promotion year in which the board convened
unless they otherwise request retirement. RCM captains ineligible for active
duty retirement under any provision of law and not recommended for
continuation will remain on active duty for release to inactive duty or
retirement, if they request, on the last day of the month in which they
complete 20 years of active duty, unless removed earlier under another
provision of law. The captain continuation zone is approximately two members
with a stated OOS of 50 percent.
6. CAPT Selection Board: In accordance with reference (B) and sections 3740
thru 3742 of reference (E), the CAPT Selection Board convenes the week of
14-18 July 2025 to consider eligible candidates consisting of CDR Victoria L.
Taylor-Davies, SIGNO 701C, and those CDRs senior thereto on the RCM promotion
list. The zone is approximately 5 members with a combined OOS of 45 percent.
7. CDR Selection Board: In accordance with reference (B) and sections 3740
thru 3742 of reference (E), the CDR Selection Board convenes the week of
21-25 July 2025 to consider eligible candidates consisting of LCDR Luke T.
D’Lima, SIGNO 1907K, and those LCDRs senior thereto on the RCM promotion
list. The zone is approximately 7 members with a combined OOS of 66 percent.
8. LCDR Selection Board: In accordance with reference (B) and sections 3740
thru 3742 of reference (E), the LCDR Selection Board convenes the week of
4-8 August 2025 to consider eligible candidates consisting of LT Duy Lam,
SIGNO 3618I and those LTs senior thereto on the RCM promotion list. The zone
is approximately 9 members with a combined OOS of 91 percent.
9. LT Selection Board: In accordance with reference (B) and sections 3740
thru 3742 of reference (E), the LT Selection Board convenes the week of
15-19 September 2025 to consider all LTJGs whose running mate has a date of
rank (DOR) of 1 July 2024 or earlier. The zone is approximately 3 members
with a combined OOS of 89 percent.
10. RCM Permanency Designation: In accordance with references (A) and (B),
a selection board will convene the week of 27-31 October 2025 to consider
Provisional RCMs for a permanent designation. Provisional RCMs are eligible
for permanency designation between their second and third anniversary of
designation as a provisional RCM. Those selected for permanency will receive
this designation effective the date of their third anniversary. The zone for
permanency designation is approximately 8 members who will be considered for
permanency on a fully-qualified basis. Additional information regarding the
RCM Permanency Designation Board will be released via message prior to the
Board convening date.
11. RCM Provisional Designation: In accordance with references (A) and (B),
a selection board will convene the week of 27-31 October 2025 to consider
officers for a provisional RCM designation under a reserve commission. Those
officers designated as provisional RCMs are offered a three-year Extended
Active Duty (EAD) contract and can expect assignment to a training/
developmental billet. Officers interested in pursuing a career as an RCM are
encouraged to review the RCM Career Guide found in the document library of
the RPM-1 Boards and Panels SharePoint site found at the bottom of this
message. Additional information regarding the RCM Permanency Designation
Board will be released via message prior to the Board convening date.
12. Officers with approved retirements or separations on file, who have not
been retired or separated prior to the Board convening, will appear before
the Board. A list of officers approved for retirement will be provided to
the Board.
13. Officer Evaluation Report (OER) Submission: In accordance with Article
5.E.2.b of reference (A), no officer shall delay their OER past the normal
submission month. Extensions will not be granted. LTJGs in zone for LT must
have an end of period of 30 June 2025 vice 31 July 2025. All OERs should
arrive at PSC-RPM-1 no later than 45 days after the end of reporting
periods. Rating chains and OER administrators should expedite submission of
these OERs to ensure eligible officers have up-to-date performance records
on file before the Board. This will allow RPM-1 to ensure it gets properly
routed and prioritized. All OERs shall be submitted using the new OER
submission application found on the following SharePoint site:

Evaluation-System-(OES).aspx. Board candidates who are submitting OERs shall
ensure the “Board/Panel Candidate” block is properly checked when using the
OER submission application.
14. Documents Viewed by Selection Boards: In accordance with reference (G),
Selection Boards see and review only the officer portion of a candidate's
record contained in the official Coast Guard Military Human Resource Record
(CGMHRR), data contained in Direct Access, and communications from candidates
properly submitted to the Board. As stated in paragraph 7.d of reference (G),
ensign OERs are masked from view during selection Boards for LCDR and above.
The LTJG and LT selection Boards will continue to view the ensign OERs of
candidates.
a. Officers are encouraged to review their Employee Summary Sheets (ESS).
The ESS provides a consolidated view of a member's information as it
appears in Direct Access. Officers shall ensure their Direct Access
information is accurate. Officers who identify discrepancies in their
in Direct Access data should immediately notify their servicing
administrative staff for assistance. The individual ESS may be accessed

b. Officers are also encouraged to review their official CGMHRR for
accuracy on the interactive personnel electronics records management
system (iPERMS). To review your CGMHRR via iPERMS: https://iperms.
mymilrecord.uscg.mil/.
15. Officers desiring to submit communications to the Board must follow the
guidelines provided in Article 3.A.4.f of reference (A) and paragraph 10.d of
reference (H). Communications shall be sent via email as a command-endorsed,
electronically signed memo to HQS-SMB-CGPSC-RPM-BOARDSPANELS@uscg.mil to
arrive no later than the day before the Board convenes. Early submission of
communications to the Board is required to allow adequate time for correction
should a submission contain unauthorized content. Communications are subject
to the same restrictions as Officer Evaluation Report Prohibited Comments
outlined in Section 5.I of reference (A).
16. Non-Selection: Guidance to officers non-selected for promotion is
included in references (F) and (I). CG PSC-RPM will make non-selection
notifications to commands prior to releasing the approved Board results.
a. RCMs who fail selection for promotion on a fully qualified basis to the
next higher grade must be released to inactive duty not later than
30 June of the promotion year in which the non-selection occurs.
b. RCMs who fail selection for promotion to the next higher grade for a
second time on a best qualified basis must be released to inactive duty
not later than 30 June of the promotion year in which the second
selection failure occurs.
c. Officers who meet the below criteria are exempt from involuntary
release from active duty. Credit towards a reserve retirement must not
be considered for continuation on active duty to meet the criteria
listed below.
(1) An RCM who has at least 18 but less than 20 years of active duty on
30 June of the promotion year in which they fail selection for a
second time (10 U.S.C. § 12686);
(2) A permanent RCM in the grade of Commander with less than 18 years
of active duty; or
(3) A permanent RCM in the grade of Lieutenant Commander who has over
15 years of active duty on 30 June of the promotion year in which
they fail selection for a second or more time.
d. Provisional RCMs who are not designated for permanency must be released
to inactive duty no later than 30 June of the promotion year in which
the non-designation occurs, in accordance with section 9.E of reference
(F).
e. Retention boards, outlined in reference (F), will not convene for those
non-selected for promotion during the PY26 RCM promotion selection
Boards as noted in reference (C).
f. RCMs subject to separation with 20 or more years creditable service
must submit a request for retirement NLT 1 March 2026 for a 1 July
2026 retirement, or they will be transferred to the ISL following
release from active duty. Requests for retirement may be sent to the
RPM-1 Status section at the following email address: HQS-SMB-CGPSC-
RPM-1-Status@uscg.mil.
g. RCMs in the grades Commander and below who are non-selected for
promotion and scheduled to be released to inactive duty may apply for
affiliation with the Ready Reserves via the Reserve Officer Active
Status Panel (ROASP) in accordance with reference (RPM). Additional
