1. This message announces the PY26 IDPL selection, retention, and continuation
Boards, and provides a timeline and amplifying guidance to help members and
their commands prepare for the PY26 IDPL Board season. PY26 will begin on
1 July 2025 and run through 30 June 2026 per references (B) and (C).
2. This promotion year marks the implementation of an independent Reserve
officer promotion system. The PY26 IDPL promotion zones were established
independently of their Active-Duty Promotion List (ADPL) running mates,
moving towards a more predictable and requirements-based promotion system.
Historically, promotion zone sizes were directly influenced by the running
mate system with the ADPL.
3. This announcement establishes selection zones and the opportunity of
selection (OOS) for each of the selection Boards. The signal numbers (SIGNOs)
used to establish the zones found within this message are from reference (A),
which was signed on 27 March 2025. Members in-zone for promotion should
notify PSC-RPM-1 of any changes to their names, (e.g., marriage or divorce)
if not already reflected in reference (A). The zones established in this
message include the most junior officer expected to be in zone for promotion
and is utilized to help prepare officers for the promotion season. The actual
officer on the bottom of the zone may change based on fluctuations with the
IDPL (e.g., TEMPSEP, RELAD, etc.). The names of those officers in zone for
each selection Board will be announced in the corresponding message released
for each specific selection Board.
a. Zone: Those officers being considered for the first time for the
respective selection Board. The zones within this message are based
on those officers in-zone for selection.
b. Above Zone: Those officers who have been considered, but not selected,
by a previous Board.
4. Approximately 30 days prior to the convening of each selection Board, an
ALCGRSV message will be released announcing the names of officers who will
be considered by that Board. Announcements of zone sizes and opportunities
of selection for IDPL Chief Warrant Officers (CWO) will be issued separately.

5. RDML Selection Board: In accordance with reference (C) and sections 3740
thru 3742 of reference (D), the RDML Selection Board convenes the week of
8-11 July 2025 to consider eligible candidates consisting of CAPT Shawn J.
Nesser, SIGNO 295B, and those CAPTs senior thereto on the IDPL. The Board may
recommend one of those officers who are eligible.
6. CAPT Retention Board: In accordance with reference (C) and Section 3752
of reference (D), the CAPT Retention Board convenes the week of
8-11 July 2025 to consider all CAPTs in an active status who have 18 years
or more service towards retirement, except CAPTs who meet one of the
following conditions:
a. are on extended active duty (EAD);
b. are on a list of selectees for promotion;
c. will complete 30 years total commissioned service by 30 June 2026; or
d. will have reached age 59 by the date the Board is convened.
All CAPTs who are not recommended for retention will be given the opportunity
to retire at the conclusion of 20 years of qualifying service towards a
non-regular retirement or be transferred to the Standby Reserve, Inactive
Status List (ISL), no later than 30 June 2026. The Board shall recommend 14
CAPTs for retention.
7. CAPT Selection Board: In accordance with reference (C) and sections 3740
thru 3742 of reference (D), the CAPT Selection Board convenes the week of
14-18 July 2025 to consider eligible candidates consisting of CDR Robert D.
Vespi, SIGNO 756B, and those CDRs senior thereto on the IDPL. The zone is
approximately 14 members with a stated OOS of 78 percent.
8. CDR Continuation: In accordance with reference (C), the CDR Continuation
Board convenes the week of 14-18 July 2025 immediately following the CAPT
Selection Board. Eligibility and criteria for continuation are contained in
reference (G) and section 21.a of this message.
9. CDR Retention Board: In accordance with reference (C) and Section 3752 of
reference (D), the CDR Retention Board convenes the week of 14-18 July 2025
to consider all CDRs in an active status with 18 years or more service
towards retirement, except CDRs who meet one of the following conditions:
a. are on extended active duty (EAD);
b. are on a list of selectees for promotion;
c. will complete 30 years total commissioned service by 30 June 2026; or
d. will have reached age 59 by the date the Board is convened.
All CDRs who are not recommended for retention will be given the opportunity
to retire at the conclusion of 20 years of qualifying service towards a
non-regular retirement or be transferred to the ISL, no later than 30 June
2026. The Board shall recommend 61 CDRs for retention.
10. CDR Selection Board: In accordance with reference (C) and sections 3740
thru 3742 of reference (D), the CDR Selection Board convenes the week of
21-25 July 2025 to consider eligible candidates consisting of LCDR Sabrina C.
Taylor, SIGNO 1969B and those LCDRs senior thereto on the IDPL. The zone is
approximately 59 members with a stated OOS of 76 percent.
11. LCDR Continuation: In accordance with reference (C), the LCDR Continuation
Board convenes the week of 21-25 July 2025 immediately following the CDR
Selection Board. Eligibility and criteria for continuation are contained in
reference (G) and section 21.a of this message.
12. LCDR Retention Board: In accordance with reference (C) and Section 3752
of reference (D), the LCDR Retention Board convenes the week of 21-25 July
2025 to consider all LCDRs in an active status with 18 years or more service
towards retirement, except LCDRs who meet one of the following conditions:
a. are on extended active duty (EAD);
b. are on a list of selectees for promotion;
c. will complete 30 years total commissioned service by 30 June 2026; or
d. will have reached age 59 by the date the Board is convened.
All LCDRs who are not recommended for retention will be given the opportunity
to retire at the conclusion of 20 years of qualifying service towards a
non-regular retirement or be transferred to the ISL, no later than 30 June
2026. The Board shall recommend 93 LCDRs for retention.
13. LCDR Selection Board: In accordance with reference (C) and sections 3740
thru 3742 of reference (D), the LCDR Selection Board convenes the week of
4-8 August 2025 to consider eligible candidates consisting of LT Jake E.
McAllister, SIGNO 3618C and those LTs senior thereto on the IDPL. The zone
is approximately 88 members with a stated OOS of 64 percent.
14. LT Continuation: In accordance with reference (C), the LT Continuation
Board will convene the week of 4-8 August 2025 immediately following the LCDR
Selection Board. Eligibility and criteria for continuation are contained in
reference (G) and section 21.a of this message.
15. LT Selection Board: In accordance with reference (C) and sections 3740
thru 3742 of reference (D), the LT Selection Board convenes the week of
15-19 September 2025 to consider all LTJGs whose running mate has a date of
rank (DOR) of 1 July 2024 or earlier. The zone is approximately 59 members
with a stated OOS of 97 percent.
16. Changes to the ADPL directly correlate to changes to the IDPL. Officers
returning to an active status in the Reserve from EAD and officers
affiliating with the Reserve after the date of this message should confer
with RPM regarding their status prior to their potential promotion Board.
17. Officers with approved retirements or separations on file, who have not
been retired or separated prior to the Board convening, will appear before
the Board. A list of officers approved for retirement will be provided
to the Board.
18. Officer Evaluation Report (OER) Submission: In accordance with
Article 5.E.2.b of reference (B), no officer shall delay their OER past the
normal submission month. Extensions will not be granted. LTJGs in zone for
LT must have an end of period of 30 June 2025 vice 31 July 2025. All OERs
should arrive at PSC-RPM-1 no later than 45 days after the end of reporting
periods. Rating chains and OER administrators should expedite submission of
these OERs to ensure eligible officers have up-to-date performance records
on file before the Board. This will allow RPM-1 to ensure it gets properly
routed and prioritized. All OERs shall be submitted using the new OER
submission application found on the following SharePoint site:
https://uscg.sharepoint-mil.us/sites/psc_spo/psc-rpm/RPM1/SitePages/
Officer-Evaluation-System-(OES).aspx. Board candidates who are submitting
OERs shall ensure the “Board/Panel Candidate” block is properly checked
when using the OER submission application.
19. Documents Viewed by Selection Boards: In accordance with reference (E),
Selection Boards see and review only the officer portion of a candidate's
record contained in the official Coast Guard Military Human Resource Record
(CGMHRR), data contained in Direct Access, and communications from candidates
properly submitted to the Board. As stated in paragraph 7.d of reference (E),
ensign OERs are masked from view at IDPL selection Boards for LCDR and above.
The LTJG and LT selection Boards will continue to view the ensign OERs of
candidates.
a. Officers are encouraged to review their Employee Summary Sheets (ESS).
The ESS provides a consolidated view of a member's information as it
appears in Direct Access. The individual ESS may be accessed at the

b. Officers are also encouraged to review their official CGMHRR for
accuracy on the interactive personnel electronics records management
system (iPERMS). To review your CGMHRR via iPERMS, visit the following
website: https://iperms.mymilrecord.uscg.mil/
c. Officers shall ensure their Direct Access information, including
their Reserve Member Balance, is accurate. Total qualifying years
of service (TQS) for retirement is used to establish the candidate
pools for retention and continuation Boards and is taken directly
from an officers Reserve Member Balance. Officers who identify
discrepancies in their in Direct Access data should immediately notify
their servicing administrative staff for assistance.
20. Officers desiring to submit communications to the Board must follow the
guidelines provided in Article 3.A.4.f of reference (B) and paragraph 10.d of
reference (F). Communications shall be sent via email as a command-endorsed,
electronically signed memo to HQS-SMB-CGPSC-RPM-BOARDSPANELS@uscg.mil to
arrive no later than the day before the Board convenes. Early submission of
communications to the Board is required to allow adequate time for correction
should a submission contain unauthorized content. Communications are subject
to the same restrictions as Officer Evaluation Report Prohibited Comments
outlined in Section 5.I of reference (B).
21. Non-Selection: Guidance to officers non-selected for promotion is
included in references (G) and (H). PSC-RPM will make non-selection
notifications to commands prior to releasing the approved Board results.
a. In accordance with reference (G), IDPL CDRs, LCDRs, and LTs who have
received their second non-selection for promotion, who have less than 18
years of total qualifying service, will be considered for continuation
in an active status by a Board. For CDRs and LCDRs, this will be a
one-time Board. LTs will continue to be considered annually until they
are either selected for promotion or become retirement eligible. The
requirements for continuation in active status are described below:
(1) Have less than 18 years of satisfactory federal service for
retirement,
(2) Have 75% of total commissioned service as satisfactory years for
retirement,
(3) Have three of the last four years met requirements for satisfactory
federal service for retirement,
(4) Have documentation of sustained active participation in performance
records, and
(5) Have solid performance in current grade, documented in OER.
b. In accordance with reference (G), LTJGs who are twice non-selected will
be honorably discharged by 30 June 2026 if they have less than 18 years
of creditable service towards retirement.
c. Officers who are twice non-selected with more than 18 years of
creditable service will be retained until they have 20 years of
creditable service, in accordance with Article 10.C of reference (H).
Officers with 20 or more years creditable service must submit an
approved Reserve Retirement Request, (CG-2055A) NLT 1 March 2026 for a
1 July 2026 retirement, or they will be transferred to the ISL. Requests
for retirement may be sent to the RPM-1 Status section at the following
