SUBJ: RETURN TO IN-PERSON PRESENCE AND CANCELLATION OF ALTERNATIVE
WORK SCHEDULES
A. Alternative Work Schedules (AWS) for Civilians and Military
Members, COMDTINST 5330.10A
1. In accordance with DHS direction, all Coast Guard civilian
employees were directed to immediately resume in-presence work
at DHS facilities five (5) days per week, Monday through Friday,
effective Monday, April 28. Failure to report in person beginning
April 28 will result in disciplinary action, up to and including
termination. The only authorized exception to the five (5) days
per week, Monday through Friday in-presence work requirement,
is for Coast Guard approved shift workers (e.g., Command Center
Watchstanders, Vessel Traffic Management Specialists, Firefighters,
etc.).
2. This return to in-presence work directive applies to all
Coast Guard civilian employees except:
a. Employees initially hired as remote employees, never
assigned to a formal DHS office location, with their personal
residence serving as their post of duty.
b. Employees assigned to the NCR but live outside the 50-mile
radius WITH an approved remote work agreement.
c. Spouses of members of the Armed Forces on active-duty;
spouses of disabled military members with a disability rating
of 100 percent under the standard rating schedule of rating
disabilities in use by the U.S. Department of Veterans Affairs;
spouses of deceased members of the Armed Forces who were married
on the date on which the member died while on active duty, and
who have not remarried.
d. Employees enrolled in the DHS Workforce Transition Program
(WTP).
e. Employees assigned to duty stations located more than
50 miles from any DHS facility, including those with approved
Domestic Employee Telework Overseas (DETO) agreements.
f. Employees with formally approved interim or permanent
reasonable accommodations that permit remote work, telework, or
alternate work schedules.
3. Employees currently scheduled to be out of the office due to
leave, travel, TDY assignments, or fieldwork must report in person
on the first workday following the conclusion of their scheduled
out-of-office period.
4. All exceptional/compelling circumstance agreements to work
remotely are hereby cancelled, with the exception of those
granted to accommodate a medical hardship involving the employee
or a dependent family member. Employees should work with their
supervisors immediately to develop alternative arrangements to
resume in-presence work. Those approved for the Deferred Resignation
Program (DRP) may remain remote. Remote workers unable to report for
in-office work due to being greater than 50 miles from their
permanent duty station (PDS), or their PDS does not have space for
them, must submit a space request form at:

5. Employees unable to report in person in accordance with
paragraphs 1, 3 and 4, may take leave. Supervisory approval is
required.
6. Beginning April 28, employees were required to physically
connect to their designated in-office seating and network ports.
Remote network access for non-compliant employees may be disabled.
Non-compliant personnel must report on-site within 24 hours to
restore network connectivity.
7. In instances where office space is insufficient to accommodate
all returning personnel, Coast Guard will maximize use of shared
spaces, such as conference rooms and other common areas to seat
employees.
8. REF (A) is cancelled. All alternative work schedules
(compressed and flexible) for civilian employees and military
personnel are cancelled, effective immediately, unless part of
a formally approved reasonable accommodation, including interim
accommodations. Guidance for coding civilian timecards for pay
period 8 was sent SEPCOR. Commands must establish a fixed 8-hour
per day, 5 days per week work schedule for all civilian employees.
