1. Congratulations to Dr. James Knapp, the 2024 recipient of the
Swaringen Award for outstanding mentorship in Human Performance
Technology (HPT). This prestigious award recognizes exemplary
individual achievement in the selfless development of others in the
application of HPT.
2. Dr. Knapp demonstrates the spirit of this award through his
personal commitment to the professional development and success of
others, and as an unrivaled emissary for the tenets of HPT's
principles, practices, and methodologies. Dr. Knapp is a dedicated
and innovative leader within the Coast Guard, consistently focused
on improving performance and supporting his colleagues. His work is
characterized by fostering a strong sense of camaraderie and esprit
de corps within Training Center Yorktown's Performance Systems
Branch (PSB), earning numerous accolades for his team. Dr. Knapp
has made significant contributions to the Coast Guard's training
systems. He developed the Learning Intervention Type and Modality
(LITAM) tool during his Doctoral studies, which became crucial
during the COVID-19 pandemic for transitioning courses to
Facilitated Online Training (FOT). As the leader of the Virtual/
Blended Learning Community of Practice (COP), he helped innovate
and share best practices in training. Upon becoming PSB Chief,
Dr. Knapp reorganized the branch with a focus on professional
development. He qualified 17 Master Training Specialists, hosted
16 Instructor Development Courses, and emphasized Human Performance
Technology (HPT) principles. His coaching skills and efforts to
enhance transparency in training are highly valued, with workshops
on HPT proving impactful at various levels of the Coast Guard.
Dr. Knapp's influence extends beyond his immediate role. He helped
redesign the Sector Commander Course and re-imagined Search and
Rescue (SAR) training, which is now a model for Modernized Ready
Learning. He also played a key role in the development of the
Marine Inspector Performance Support Architecture (MIPSA) and the
Continuous Improvement Cycle (CIC) Dashboard, driving improvements
in course evaluation and training system efficiency. Dr. Knapp's
work has led to numerous performance improvements within the
Coast Guard, making him a highly respected and influential figure
in the training and development of Coast Guard personnel.
