SUBJ: UPDATE TO 2025 ANNUAL REVIEW OF CRITICAL HOUSING AREAS (CHA)

1. This ALCOAST announces a change to REF (A). This change is
intended to leverage Coast Guard housing authorities to improve
housing options for members assigned to locations with limited
availability of private sector rental housing. Effective
immediately, in addition to the locations designated as CHAs by
REF (A) the following locations are also designated CHAs
for accompanied and unaccompanied personnel:
a. Baton Rouge, LA (MHA LA114)
b. Dulac, LA (MHA LA326)
c. Lafayette, LA (MHA LA118)
d. Sabine Pass/Port Arthur, TX (MHA TX273)
2. IAW paragraph 16 of REF (B), members with dependents issued
permanent change of station (PCS) orders to a CHA designated unit,
or a unit located in a CHA designated MHA, and who are not
relocating their dependents to that unit, may submit a
Housing Allowance Protection Worksheet (CG-2025A) to CG
PSC-PSD-fs requesting housing allowances based on a location
other than their new Permanent Duty Station (PDS). Members
authorized a housing allowance based on the payment of child
support are not eligible to submit a CG-2025A under the CHA
policy. Unaccompanied members may submit the CG-2025A to
CG PSC-PSD-fs requesting housing allowances based on a
location other than their new PDS.
3. Members requesting Housing Allowance Protection should complete
the CG-2025A, submit it to their command for endorsement, and
ensure it is e-mailed to HQS-SMB-CGPSC-PSDFS-BAH@uscg.mil. If the
member's CG-2025A is approved, CG PSC-PSD-fs will issue an approval
e-mail to the member and copy the applicable SPO for Direct Access
processing on the applicable effective date.
4. We remain committed to seeking innovative ways to leverage our
housing authorities to best serve our members. This update enhances
housing flexibility for members assigned to CHAs.
