1. This ALCOAST reiterates the importance of mentoring within the
larger purview of leadership, professional development, and
supporting our fellow Service members and employees to ensure the
most effective and ready Coast Guard possible.
2. Although the LDAC and affinity group programs were cancelled
per REF (A), employees may still participate in affinity groups in
their personal capacity, as long as their participation remains
separate from their official responsibilities as a federal employee
or servicemember. In practical terms, this means meetings, events,
or other group activities cannot take place during work hours or
using government resources. However, employees are welcome to remain
involved on their own time, such as in the evenings, on weekends,
or during approved leave.
3. Limited support for activities of organizations with membership
centered around military affiliation, such as the Chief Petty
Officers Association, Chief Warrant Officers Association, and the
Officers Association is still permissible in accordance with
existing policy and ethics regulations.
4. REF (B) remains in effect. Mentoring is a critical part of
developing our personnel. Commands can have dedicated mentoring
events and should infuse mentoring into other opportunities
(command events, brown bag lunches, etc.) to support mentoring
and ultimately the continued leadership development of their crews.
Participation at such events may not be restricted based on
protected characteristics.
5. The Office of Leadership (DCMS-DPR-5) conducts mentoring program
roadshows and the POC below can advise opportunities.
