Reengineering (BPR) Units, CGTTP 4-09.4 (February 2024)
1. IAW REFs (A) and (B), CG Units are directed to conduct a
reconciliation of Coast Guard property assets with a net book value
of $200,000.00 or greater during the period of 01 MAY - 15 MAY 2025.
2. Selected units are required to adhere to the CFO Reconciliation
of Property Procedures in accordance with REF (B). APOs/RPSOs for
selected units that must participate in the inventory reconciliation
process will be notified via email by 15 APR 2025.
3. Responsibilities:
    a. Commanding Officers, Officers-in-Charge, and Supervisors are
tasked with ensuring that personnel performing the reconciliation
receive the training as outline in paragraph 4 prior to the
initiating the CFO Reconciliation of Coast Guard Property.
    b. Accountable Property Officers (APO) are responsible for
reviewing the CFO Reconciliation of Coast Guard Property procedures.

FINCEN Property Operations Division (POD) site via the provided

    c. It is the responsibility of the Regional Property Support
Officer (RPSO) to ensure that the CGCC APO Designation Tracker is
updated accordingly.
    d. For non-BPR units, if an individual is no longer serving as
the APO at their unit, they are required to notify the following
inbox via e-mail: FIN-SMB-CG-PHY-INV@uscg.mil.
4. Timeline for the CFO Reconciliation of Coast Guard Property:
    a. 15 APR - 30 APR 2025: Preparation Phase. Commanding Officers,
Officers-in-Charge, Supervisors, RPSOs, and APOs are directed to
review the CFO Reconciliation of Coast Guard Property procedures.
If not previously completed, APOs, count team members, RPSOs, and
A-RPSOs are required to complete the CFO Reconciliation of Coast
Guard Property training. During this phase, units must also finalize
the Team Set Up. All related materials will be made available
NLT 01 APR 2025 on the CGCC FINCEN POD site page.
    b. 01 MAY - 15 MAY 2025: Count Phase. During this period,
designated units are instructed to execute the CFO Reconciliation of
Coast Guard Property. All designated units are required to submit
their CFO Reconciliation of Coast Guard Property packages NLT COB on
15 MAY 2025.
5. Central source of information: The central repository related to
CFO Reconciliation of Coast Guard Property is the CGCC FINCEN
Property Operations Division (POD) site at:

    a. FINCEN POD will remain the authoritative resource for all CFO
Reconciliation of Coast Guard Property requirements. The site
contains comprehensive procedures, job aids, and training materials.
To ensure optimal functionality, users are advised to access the
portal through either the Microsoft Edge or Google Chrome web
browser.
6. Communicating questions and issues: For inquiries or to report
issues concerning the CFO Reconciliation of Coast Guard Property,
send an e-mail to FIN-SMB-CG-PHY-INV@uscg.mil. This account will be
actively monitored throughout the process. To facilitate prompt
handling, ensure the inclusion of the "OPFAC numbers" in the
subject line of your e-mail. Units and RPSOs should direct any
Real Property questions to their respective RPAS representative.
7. Underway and deployed units: Underway and deployed units selected
for participation are required to submit reconciliation packages.
Extensions may be granted on a case-by-case basis. Requests for an
extension should be sent promptly to FIN-SMB-CG-PHY-INV@uscg.mil and
will ensure FINCEN POD is notified as soon as possible to allow
adequate planning.
8. BPR Units: Units under BPR, supported by a RPSO must adhere to
the supplemental directions and timelines provided by their RPSO to
ensure compliance with the 15 MAY 2025 submission deadline.
9. In addition to the CFO Reconciliation of Coast Guard Property,
all Coast Guard units are required to conduct a comprehensive
wall-to-wall inventory of all property assets every 365 days.
For units that have not yet performed this action, it is strongly
recommended to complete the inventory within the same timeframe as
the CFO Reconciliation of Coast Guard Property.
10. FINCEN POD is obligated to report the Service's Compliance
status to DHS at the conclusion of the fiscal year. Completing this
inventory may also fulfill the requirements to perform the task
during changes of commands, watches, or any other property
collateral positions transition. Packages for completed
wall-to-wall inventories must be submitted to PA Central for
processing via the Property Action Tracker 3.0.
