1. I am pleased to announce the recipients of the Coast Guard
Full-time and Collateral Duty ESOY Awards and the ISOY Awards.
Education Services Officers (ESOs) are a critical component of the
organization's support network, devoting a considerable amount of
time to ensure our workforce sets and meets professional and
educational goals. Both ESOY Awards recognize two exceptional
members of this dedicated cadre of service providers. The ISOY
Award recognizes a student who clearly demonstrated sustained high
standards of academic proficiency and dedication, served as a role
model in off-duty education accomplishments, and demonstrated the
Coast Guard's core values of honor, respect, and devotion to duty.
This year's awardees were selected from nominations submitted per

2. The Coast Guard Full-time ESOY Award goes to Tony Goodloe, ESO
for Training Center Yorktown (TCY). Mr. Goodloe's dedication to
education at TC Yorktown was evident in the successful "March
Madness 2024" event, connecting 250+ service members with 17
colleges. He facilitated 735 TA and CA applications totaling over
$500K and coordinated multiple professional development courses.
3. The Coast Guard Collateral Duty ESOY Award goes to Lieutenant
Joseph McGinnis, Marine Safety Unit (MSU) Duluth. LT McGinnis
inspired his MSU Duluth crew through his pursuit of education,
guiding over half the unit through TA and CA applications. At MSU
Lafayette, he facilitated 19 members for a Project Management
Professional (PMP) boot camp. His leadership extended beyond the
Coast Guard, raising $10,000 for a youth homeless shelter.
4. The Coast Guard ISOY Award winner is LCDR Andrea Psimer, CG
Headquarters. LCDR Psimer completed a two-year Master's in
Leadership in just nine months with a 4.0 GPA while balancing work,
family, and personal challenges. She addressed a longstanding
organizational gap at CGHQ, improving leadership and personnel
practices. She also contributed to leadership initiatives at CG-751
and within her community. Her resilience and dedication exemplify
Coast Guard leadership.
5. The ISOY selection panel awarded two honorable mentions for ISOY:
LTJG Zachary Fedak, MSU Duluth and SK1 Myranda Landon, ATC Mobile.
6. The efforts of Mr. Tony Goodloe, LT Joseph McGinnis, and LCDR
Psimer are applauded. BZ!
