PROGRAM FOR VICTIMS OF SEXUAL ASSAULT
A. Sexual Assault Prevention, Response, and Recovery (SAPRR)

1. As outlined in REF (A), the Catch a Serial Offender (CATCH)
Program is a voluntary initiative adopted by all U.S. military
services. It allows eligible individuals who make a Restricted
Report of sexual assault to anonymously submit information about
suspected perpetrators into the CATCH database. Participation in
the program aids the Coast Guard in identifying serial offenders.
2. Victims who choose to participate can work with a Sexual Assault
Response Coordinator (SARC) to anonymously provide details about
the alleged perpetrator(s) and the incident(s). Entries are
cross-referenced with U.S. national and military crime databases.
If a match is identified, a criminal investigator will coordinate
with the SARC to inform the victim about the match, while ensuring
the victim's identity remains protected under the Restricted Report
status. Victims who learn of similar reports against the same
subject often choose to convert a Restricted to an Unrestricted
report and cooperate with law enforcement investigations.
3. Effective immediately, eligibility for participation in the
CATCH Program has been expanded to include:
a. All current and former Coast Guard and DoD active-duty service
members and their adult dependents;
b. All current and former Coast Guard and DoD reserve service
members and their adult dependents;
c. All Cadets and Midshipmen enrolled in a Military Service
Academy;
d. All current Coast Guard civilian employees
(excluding contractors and volunteers);
e. Victims who report a sexual assault committed by a current or
former military member and file a Restricted Report, or in certain
cases, an Unrestricted Report where the suspect's name is not known
to law enforcement or the victim's command are eligible to submit
entries into the CATCH database.
4. Victims who do not wish to file an official Restricted or
Unrestricted Report, but have disclosed the assault to a SARC or
Victim Advocate Program Specialist (VAPS), may now participate in
the CATCH Program. These victims can request access through a SARC
or VAPS, who will initiate the process by submitting a Sexual
Assault Prevention, Response, and Recovery (SAPRR) Related Inquiry
(SRI) into the Defense Sexual Assault Incident Database (DSAID)
using DD Form 2910-4. This allows for the confidential collection
of the victim's contact information in case a CATCH match occurs,
without triggering a formal report.
5. The types of offenses eligible for submission to the CATCH
database include rape, sexual assault, aggravated sexual contact,
and abusive sexual contact.
